It wfll be proceeded and completed by Guangxi Electric Power Inuria Survey and Design Ilstute, Guangxi Commumicaions Survey and Design Institute, Guigag Government and Hengxian Government authorized by Guangxi Communications Department, autorized by Guangxi Communications Departmenm The repon is compiled by Guangxi Electric Power Industrial Survey and Design n . In the process of land acqiistion aaa reallocation work, a leading group is organied by Guigang Gover=ment, Hengxian Government and the local government. A visit and survey at site was arranged and carried out by the leadig group with the members concemed from the Planning Committee, Agriutural Committe, Scientific and Technological Committee, Agricultural Authorty, Livestock Authority, Aqua culture Authority, National T Admiista don, Vllage Enterprises Admini Statistics Administaton, Communications Department, Water and Power Admi i Immigration Office, Agricultral Zone Division Office, Overl Planning Office, Fruni Tree Plant Guiding Office of Guigang and Hengidan, the affected local geMnt. Guangxd Electric Power Industial Survey and Design Institute and Guangxi Communications Survey and Design Institute. They coUlected the social & economic and natural source data, investigated the development potentiaty of surplus resource mncluding low-yield and uncultivated land) of the affected villages, made sure their geograpical locaions and marked in the maps, consulted with the farmers from affected resvoir area for their opinions and intention to the reallocation plan, then finaized the writen report for realocaton for the individual vfllage. Based on the informaiion on social, economic, source and environment for the inmdated villages sorted out and anaiyzed, the plan report has been compiled. The producion developing items will be implemented for the individual viage - the smallest planned unit. It is easy to manage during the implementation. With the completion of reallocation plan complation, the report has been reviewed and approved by Guangxi Communications Department, Guangxi Water Transportation Construction Adminisrtaion, Guigang Government and Hen@an Government. Guangxi Communications Department March. 1995. CHAPTER 1. INSPECTION AND QUANTITY OF RESERVOIR FLOODING AND PROTECTION 1 - 1 Genoral Situat.ozL Guigang Mu -tipurpose Navigation Project is located near Dashang Mountain, about I km from the Guigang Sugar Refinery. The proposed dam site is located at Suoyi shoal of Yujiang River( also called the Suoyi Shoal dam site). The damn will control a drainage area 81,700 sq. km . This project is a backbone in the development of the navigation of Xijiang River. It will provide the missing step with the existing Iiiin Power Plant'in the upper reaches( 104.33 km upriver from the project) and the newly ccepleted Gulping Multipurpose Navigaticn Project in the lower reaches(111.00 km down river from the project), thereby making the Xijiaang navigation rout., a class 3 channel for thousand (DWT) tow barges from Nanning to Guiping, through Wuzhou and hence to Guangzhou, for a total length of 854 km. The design storage level in fry seaon is 43. 10 (dam site lev & Huanqhai Sea l1vel: all other levels are the sae ); in flooded season: 4 1. 10 m. The relevant reservoir water area is 379.04 - 34.80 h sq. m; the total reservoir capacity is 371.8 - 300.8 } cu. m. The reservoir extends frm the front of the proposed dam to the Xijin power Plant for a total length of 104.33 km. The reservoir extends through Guigang City and Henxian County (12 villages and small towns; 73 brigades in the middle reaches of YujLang River), Enking inter-regionally hundreds of trlbutaries, small streams and scoured depressions; among tbss: Li.nqao River, Watang River, Wusi River, YunbLao River, Dabu River, Qingilang River and Xujiang River are the seven larger tributaries. Along the two banks of the reservoir, there are plain of one-step table land, hills and gorges. On the righrt bank, fro Watang in Guigang City to the X.jin Power Plant, most of the areas are mountainous. on the left bank, the shore line of Fubo Shoal in the middle section in mountainous; the remaining terrain is moth and wide. Tinqian River in Guigang and Qingjiaug River in Enxian County are the two largest basins with an area of aore than 30,000 (an) each. After the reservoir is built and begins to store water, the mean width of the water surface will be 350 - 400 m; the level 5 - 7 m lower than the bank top of the river bed. The reservoir area is located in a subtropical zone with plenty of sunshine, lone frostfree periods, an early of spring and a long summer. This pleasant climate is good for the development of farm and side-line production and for the growth of subtropical fruits. The economy in the reservoir area is quite developed with farm and side- line economy as the primary industry. In the reservoir ar6a, there is a little cultivated land; only an average of 1.04 Mu per capita, of which C.58 - 0.71 mu as paddy fields and 0.46 - 0.33 mu as non-irrigated f ield. Paddy fields are mainly distributed in the smooth area near the residential areas. The land and water communication in this district is rather development. X.jiang main stream is navigable throughout the year, but the section from Xijin to Guigang still can not meet the requirement for navigation development, although it has been regulated by dredging and blasting. In dry, season, the charnel is narrow and curved with shallow water and many shoals ( 22 shoals, 39.75 km long, covering 38. 10% of the total length of this section), and with lots of rock and rapid torrents ( in same areas, the oaximum current velocity is 3.5 - 4.0 m/s). This situation seriously impedes the development of water transportation: a great number of goocs and materials, such as coal and phosphorous, etc. in the southwest area have to be transported by land or in a roundabout route. _ There are highway and land transportation alternatives in all directions. Most are simply-built branch roads with low standard, bad road condition and great traffic volume. The trunk line, like the National Road 209, and the prorincial main line are distributed on the left bank of the reservoir and have become the backbone of the local land communications and transportation. The waterpower resources of each village and town in the reservoir area are rich. Now there are some small sized hydropower stations. At the upstream end of the proposed reservoir, there is Xitin Power Plant, the earliest project, begun at the end of 1950's. It has nany transmission lines which are less than 10 kv crisscrossing both banks to supply electricity to industrial and mining enterprises, to urban & village residents, for agricultural processing, waterlogged land drainage and flood protection. The construction of water conservancy in the reservoir area is good. 238 flood defenses with a l,ngth of 37.223 km have been built in the low-lying areas on both banks and in tributaries. There are 237 floodgates which on the whole have met the requirement for preventing a 5-year flood but have not reached the aim of protecting, all the cultivated land, buildings and population. Therefore, it is necessary to take further measure. for flood defenses, to upgrade the floodgates, and to deploy electric Facilities for draining water logged lands and facilities for electric pumping, so as to increase tb According to the instruct-lon given capacity of flood control. I - 2 The Design criteria for Reservoir Flooding According to the instruction given by tho Construction Ccomittee of Guangxi Zbuang Autonomous Region in the document 'Reply to the Design Flood Criteria for Reservoir Flooding and Resettlement of Guigang Multipurpose Navigation Project- and the stipulations in 'Me Design Standard for the Treatment of Reservoir Flooding in Water Conservancy and Hydro-power Project- (called the "Standard* for ghort). The design criteria for the treatment of reservoir flooded areas are as follows: 1. For cultivated land (including garden plot): the acquisition line is the outer envelope curve composed of the flood height of the 5- year flood (43. 10 m), and the restricted level (4 1. 10 m in flood times). 2. The compensation criteria for the resettlement of houses and population, for installations of water conservancy and hydropower, for highway and bridges, electric power, communication, historic relics and sites, military installations, minerals resources, etc. ate decided according to the backwater level of the 20 year flood in dry season after the reservoir is built, and at the sAme time it is considered that there is small backwater influence in the upper section at 36 km from the dam (from section I to section 18 at the dam site). According to the 'Standard", the demarcation line of impacted population is calculated on the elevation of 44. 1 0 m, which is higher than the normal pool level by 1. 0 m. 3. According to "Standard" and the relevant instruction given by Guangxi Construction Commission, integrate the concrete conditions to determine the position of the reservoir end part. Take the extension of the horizon of the peak of reservoir backwater curve to determine the flood areas. Bared on the above flooding standard, backwater from main stream to reservoir area of Xiijn Dam is 104.33 km in length; backwater from the main branch, watang River to Yaotin is 22.67 km in length; back-water from Wuad RiVer to Dasandona is 6.943 km in length; backwater from Yunbiao River to Gucheng is 2.586 km; backwater from Dabu River to Zbusha Village is 4.93 km in length; backwater for-m Qingjiang River to 1.7 km from the upper redcnes in Jiangtou vlllage is 14.32 km in length and backwater from Xujiang River to main stream is 9.51 km.
