Marc Rugenera Minister of Finance Kigali Rwandese Republic Excellency Credit No. 1783 RW (Second Water Supply Project) Extension of Closing Date and Amendment to the Development Credit Agreement We refer to the above-mentioned Development Credit Agreement, between Rwandese Republic (the Borrower) and International Development Association (the Association), dated August 14, 1987 and to your letter of June 19, 1995. We are pleased to inform you that the Association has agreed to extend the Closing Date of the Agreement from December 31, 1994 to December 31, 1996. follows: The Association has also agreed to amend the Agreement to increase the percentages of expenditures for all activities to be carried out and to be financed under Categories 3 and 4 of the table in paragraph 1 of Schedule 1 of the Agreement. Consequently, and taking into account actual and foreseen expenditures incurred for items to be financed under each category, the Association proposed to amend the table in paragraph 1 of Schedule 1 to the Agreement to read as follows: "Amount of the Credit Allocated % of (Expressed in Expenditures Category SDR equivalent) to be financed (1) Civil works including pipe laying for Parts A.2 and A.4 of the Project (a) main production 1,880,000 80% and transmission works (b) secondary 1,000,000 100% distribution works (2) Equipment, 2,520,000 100% of foreign including pipes expenditures Parts A.2 and A.4 100% of local ceutical products expenditures (ex-factory cost) and 80% of local expenditures for other items procured locally (3) Consultants 5,350,000 100% and training Page 2 (a) Under Parts A.1, A.2 5,150,000 B.1, B.2, B.3, B.4 and B.5 of the Project (b) under Parts A.3 and 600,000 B.6 of the Project (4) Civil works 600,000 100% of foreign and equipment expenditures, under the 100% of local rehabilitation expenditures program (ex-factory cost) under Part B and 90% of local of the Project expenditures for other items procured locally (5) Refunding of 524,263 Amount due Project pursuant to Preparation Section 2.02 (c) Advance of this Agreement (8) Unallocated 25,737 Total 11,900,000" Please indicate your agreement with the foregoing by countersigning and dating the form of confirmation on the two original copies of this letter provided to you and returning one original as countersigned to us.
