The talks clarified some misunderstandings related to the documents submitted by the Office of the Xiangjiang Navigational Construction Project. The experts of the delegation and the group gave their constructive suggestions on the environmental protection in the various phases of the Xiangjiang navigational construction, The editor, in accordance with the summaries of minutes of the two talks and with the Memorandum of project Evaluation has verified the onainal edition of . "The Action Plan for Environmental Protection of the Xiangstang Navigtional Construction Project and made up the new edition here Cf 1 a14 The Action Plan for Environmental Protection {Revised Edition) The Xiangjiang (Hengyang-Zhuxnou) Navigational Construction Project is the 2nd-phase engineering of the Xiangjiang 1,000-tonage navigational construction. Its main engineenngs include the navigational hub of Dayuandu, 120km Dayuandu - Zhuzhou Waterways dredging, 1,000-ton age wharfs at the two ports of Zhuzhou and Hengyang. The enviromental evaluations on the engineering are made step by step on the action phase and operation phase of the three subprojects. The Action Plan of Evironmental Protection of the Xiangjiang 2nd-phase Navigational Construction Engineering hereof is based on the Evaluation Report on the Impact of the XIangpang (Hergyang-Zhuzhou) Navigational Engineering on the Environment to make up an action plan for the excutional management and monitoring of the environmental Drotection. The environmental protection of the Xiangpang 2nd- phase Navigational Construction Eng:neenng has taken the multi-chatte fotf. on the rivers environment and the comprehensive tunction or water conservancy and navigation into consideration and will adhere to the policy "overall planning, phase by phase enforcing, comprehensive utilizing ,changing tne harmful to be the useful, preventing and treating by the public, protectirig the environment; insisting prevention first,combining prevention and treatment, reinforcing administration and management, promoting the treatment by the administration and management, carrying out the responsibility system " who pollutes the environment who shall take the responsibility of treatment, " so as to control and eliminate step by step the environmental pollution caused by the engineering in the whole course of construction and operation of the project and protect the environmental quality of the engineering-related area. J_ 1. The Objects for the Environmental Protection of the Xiangjiang Naviational Construction Engineering. 1.1 Water Quality : Control the pollution of the waste water of sand and stone processing, the loss of bulk-cargo, water course dredging and emission of waste oil of ships. etc. To make it up to the water quality standard provided in the Functional Division of the Water Quality stipulated by the environmental protection aministration for the reach of the river. 1.2 Air: Control the dust pollution of the engineeing of earthwork, transportation and open statrage of building waterials. especially caused by loading and unloading of coal and minerals at ports, and make the air quality reach the standard. 1.3 Noises: Control the noises of engineering Machinery, loading and unicading and transportation vehicle under the national or professional standards. 1.4 Environment of Reservoir Area: Due to the reconstruction of the Dayuandu Hub, the water level of the reservoir reach will be rised so that to immerse partial outlets of drainage culverts and gates and all the low-lying farmland and to endanger the stability of partial sections of the dyke of the reservoir. Active preventions and proper settlement shall be the only principle on the problem so as to reduce the impacts on the ecotope arourd the reservoir as low as possible. 1.5 Fishery Resources: Develop the cultivating fishery activety in the reservoir area and protect the fishery resources of the reach of the river. 2. Excution of Plan for the Environmental protection The specific plans shall be made up for the measures of environmental protection and of pollution prevention determinend by the Xiangjiang Navigational Constrution project The relevant requirements concerning the supervision and monitoring activities during the excution of the specific plans and the operation periods shall be stipulated. The management measures of the environ mental protection plan and the determination of the objects for supervision and monitoring during the design, engineering and operation periods shall be of and based on the stipulations on Design of Environmental Protection for the Constrution Projects drawn up by the state plannirg Commission and the Environmental Protection Commission under the State Council in light of the Law of Environmental Protection of the People's Republic of China and the Administration of Environmental Protection for the Construction Proiects and be ot and based on the Administrative Procedure of Enviro.nmental Protection for Communications Construction Projects and the Stipulations on Environmental Protection Administration promulgated by the Communicatons Ministry of the People's Republic of China. The Hunan Provincial Environmental Protection Bureau as the competent authority under the Hunan Provinial Poople's Govemment are responsible for the supervision of the environmental protection adminis- tration in Hunan Province; The environmental protection bureaus at municipal (prefectural ) levels as the competent authorities under the local governments are responsible for the supervision of environmental protection administration in the relevant cities and prefectures under their jurisdiction; the environmental protection bureaus at tha county !evel am responsible for the environmental quality and take measures to imnrove the environmental quality in relevant area under their jurisdiction; the monitor stations set -up by the provincial environmental protection bureau and the oraanzations and institutes under prefectural or municipal governments carry out the environmental monitoring work. The monitonng stations at the reach of Hengyang City, Zhuzhou City and 4 counties under their jurisdiction, Hengnan County ,Hengshan County, Hengdong County and Zhuzhou County. monitor at the same time the water quality of the reach of the Xiangjiang and the air and noises of the sensitive environmental points conerned along the river that means the environmental quality in construction and operation periods will be under their monitor and be fully controNIed by them. The Xiangjiang Navigational Construction Development Corporation and Contractors will take the excution responsibility of the environmental protection plan for the Hengyang-Zhuzhou navigational construction engineenng of the Xiangiang. At the meantime, the corporation shall take the responsibilty of supervision and management of the environment of the proiect The management. administration and montonng institutes of environment- protection at the project area are as follows: E Hunan Provinciat Hunan Provincia! Management Project of Environmental Protection. The Dayuandu Hub is a multi-purpose project of the water resources. The return water of the reservoir will channel a 90-km navigatable course upper reaches and increase the navigable capacity of loier reaches so that to upgrade the course of Hengyang-Zhuzhou from the present V navigable classification to III navigable classification, and make the sail of 1,000-tonage fleets available; the hydro-power station with 120 MW installing capacity will generate about 530 million kwh annually to relax the tension of electricity supply, the economic and environmental benefits being obvious. As for the bad impacts of the project on tre environment, we would try our best to avoid and reduce them in the period of the constuction the project .The construction engineering and its relevant environmental protection engineering *Mih %Z designed, constructed and operated at the same time phase by phase and the stress shall be laid on both engineering supervision and armronmenta! superv.1on bh. The report has put forward the strategies of prevention and treatment for the potential impacts on the environment by the engineers in accordance with the Evaluation Report of the Environmental Impacts on the Xiangjing (hengyang-zhou) Novigational Construction Engineering. 3.1 The Engineering of Dayuandu Hub 3.1.1 Consideration on the flood control and the losses of submergence in the design phase: For reduceing submergence and bringing no impacts on tlood control of the reservoir area, the selection of normal water storage Fvel and arngcment of the hub have been studied and demonstrated carefully. The front of overflow has been widened. The height of the bottom sils of the overflow gate has been reduced as low as possible that almost be the same as the altitude of the original river bed so as to form a lower, opened gate darn when discharging the flood, to ensure the flood discharge in natural flow shape. To compare the water level of 20-year encounted flood after the completion of the reservoir project with the level of natural flood in same frequence, the damming up just is 0.07-0.17m. The normal check level is decided to be 50m (Huanghai Alitute). The water level of reseivoir formed by the upward reach of the dam will be limited vAthin the embankment that would just submerge 356 Chinese mu of farm land of enjoying the repayment under the state relevant stipulations, athough it is a poor land tar farm. ~1I..7 3.1.2 The impacts on the embankment of the reservoir by the rise of water level The flood prevention dyke of Hengyang City in the water dammed area was designed for 50-year encounted flood and is in construction. The embankment of the reservoir area is designed for 20-year encounted flood. After the completion of the reservoir, the water level of the reach of Hengyang City would be rised 0.07m and 0.1 7m at the front of the Dayuandu Dam by the 20-year encounted flood compared with that of the natural state. So, the impact of the water storage of the reservoir is very small on the flood control ability of the embankment of the two banks of the reach and may be neglected if the thin dykes in a few sections have been reinforced and heightened properly .Now, the flood-control dykes in the area under the jurisdiction of Hengyung Municipal People'3 Government is being reinforced and the average 1 meter will be heightened. After the compeletion of the engineering, the flood prevention ability of the dykes will be improved greatly. 3.1.3. Protection of the banks slopes Due to the rise of the water level widening, the water surface after the water has been stored in the reservoir, the immersion time of the bench terrace of the reservoir banks would be prolonged and the water erosion and water out be more serious. So, it is necessary to adopt the stone masonry bank and the sloped bank cavered by grass for the cuff bank and loose-soil bank to reinforce the dyke's safty. 3.14. Transform of drainage culverts and gates There are 66 drainage culverts and gates in the reservoir area. The present outlet base plates of them are lower so that they would be submerged when the water level of the reservoir nsed that will affect the their drainage function of detained water and sewage. So, they shall be transformed and be equipped with needed facilities before the water storage of the reservoir. 8 3.1.5. The prevention of waterlogging for land below the normal water level in the embankment There is 15,000-plus Chinese mu of land below the normal water level in the embankment calculated according to the measuremental drawing, pf which there is 6000-plus Chinese mu belong to Hengshan County, accounting for 2% of the total farmland of the county; 9000 Chinese mu to Hengdong County, accounting for 1.3% of the total farmland of the county. These farm land mainly scatter around Longying Port and Huangni Port of Hengshan County. After the Water level of the reservior is rised, the level of underground water of those areas would be also rsed. Because the lands mentioned above are at lower place, the drainage of the waterlogging will become difficult so as to affact the output of the crops. The different waterlogging shall be treated by different way: For the large area of w-lying :nd, it Igtp of the prasent practice of the area. it shall adhere to the rincipal "to oump the higher-water with a high intack position, to pump the low-water with a low intack; position and to cpcrat inside water and outside water of the embankment" and build a flood control channe! through which water gathered from rain-area flow into the reservoir. The water will be pumped into the reservoir from some cultivated land in lower area which can't be discharged by itself and crops program may be changed and some present cultivating land may be changed into fishery farm. About all, Measures mentioned above to be adopted are for keeping the local people's living sta:idard no lower than before. 3.1.6 Protection of fishery resource After the hub has been completed, the dam would be blocked the channel of fish migration so that the parent population can not migrated to the upward reaches for spawning that wl a,ect the fishary rsourcas. For mn1 Ith ecoI Ic%l ==I ace . of the main course of the Xiangliang, protecting the fishery resources. the hub. !n !i!ht of the successtul practice of other area. will build the t!shpass. which will take.the charactoristics of fish into consideration for the spawning migration of fish to the upper reaches and ensure the fish to migrate from the Yangtze through the Dongting lake to the Xiangjiang's upward reaches and then back The reservoir may be fully utilized by the fishery department to develop the fishery farming. 3.1.7 Noises control and the " three wastes" disposal. Water pollution:The waste water of the engineering area mainly comes from the sands and stones proccessing system. It has been estimated the suspended solids density in the waste water, although diluted by the river water, will still surpass the standard. So, the waste water shall be settled in a settling tank before emission by the contractors. Noises Provention: The noises in the engineering area are mainly caused by the engineering machinery and the proccessing of sands and stones. The noises happened irregularly, suddenly. unsuccessively and very strongly. Because the engineering area is located at the open and wildness places more than 300 meters away from any villages, the impact will be very small. But,for easing the trouble of noises on the staff members and workers at the engineering site, the contractors shall select the machinery with good performance, adjust the operation time properly. e. m. to arrange the work with loud noises in the day time and make the noises source as far as away from the living quarters of the engineering area. The waste residue treatment: There will be waste earth and residue in large quatity at the engineering areas that shall be treated property and make the waste to be the useful. The contractors shall, in accordance with the requirements of design of the engineering: use the waste earth and waster residue to fill the low-lying lands close to the engineering areas or use that as the road meterial. It is estimated that about 3000- plus Chinese mu of low-lying land will be transformed into cultivated farmland by the 10 returning the surface soil to farmland" measure. (The earth throwing area refer to 4.1.4.c. the Summery Repot) Air pollation: the air pollution over the engineering area is mainly caused by the tail gas discharge of the engineering machinery with the diesel as their power and the dust of powder matrial of building, earthwork, and filling engineering. But the engineering sites are at open places with a distance to any villages and a natural damp condition, the air pollution will form no social effects. However because, the earthwork and stone mining should strip the surface of the soil and destroy the vegetative cover so as to cause the erosion of soil and loss of water and hurm the natural landscape, the contractor(s) shall plant trees and lay turf on the slopes after the engineerings have been completed to prevent the loss of water and erosion of soil and to beatify the environment. The powder material shall not be pilled in the open air. '4 3.1.8 The impact of transportation of building materials on the environment. The sands and stones in large quatity shall be transported by water-carnage. The highway trausportation will be mainly for cement that the trucks will cause the air pollution and noises pollution at the sides of and over highways beanng the transportation. It is entimated that the peak traffic volume will be no more than 50 trucks/24h. And because the highway to the engineering sites lies at the wildness close to no sensitive points of environment such as the important institutes and schools, the noises pollution and dust pollution will be easy to be controlled effectiely only by using of the big-tonage tank trucks with good performance and laying an asphalt or concrete layer on the existing highway entering the engineering site and, meanwhile, reinforcing the monitor during engineering period. 11 3.1.9 The environmental grotection of the stone pits. pits close to the enaineenna sites to meet the reoutrements of stone aualt. !he erronmental prutection wil be boMe by the owners of stone pits provd*d by the local governments and the local environrnental protection departments to prevent the vegetative cover desroied and the loss of water and the erosion of soil. The safetj protection of the stone pits shall be camed out in accordance with the relevant stipulations and safety protection regulations. 3.1.10 The public hygiene The damp ecotope around the reservoir due to the water surface of the reservoir is widened is favourable to mosquitos' and flies' breeding: the rise of the water !ave would force the mouses to migrated so that to encrease tre morbidity of the relevant infections. Because the sta =trrs d woriar of the concentrated relatively, the public hygiene has direct relationship with health of them. So it is necessary to launch a deratization and dermosquitoization campaign and clean the bed of the reservoir, have the staff members and workers inoculated, collect and treat the waste of the liviing quarters by proper ways. 3.1.11 The safety of navigation during the engineering phases The first cofferdamming phase of the hub engineering, it will be arranged that the left bed for diversion and, meanwhile, for the temperary water way. The increased current speed will bring the unsalety factors to the navigation. So, besides to drawing up the temporary navigation plan in the design phase, the navigational administration shall be reinforced, the signs of navigation shall be perfectly set up. more take-care stations shall be established for the effective navigable guidance. 12 3.2 Port engineering The sts for three whafs to be buift at the Hengyang Port and Zhuzhou Port have, been selected stnctly in comformity with the state relevant stipulations for environmental protection and flood control that ensure the needed distance between intakes of the drink water and the wharfs, ensure the partial flood canals occupied by waterworks s at the ports will have no impact on the flood discharge. The selection has been approved by the relevant environmental protection departmants and the relevant canal administrations. The wharfs engineering will not cause such impacts as serious as the normal impact of the engineering of municipal construction because it is just a small engineering with a short time limit 3.2.1 Air Pollution in the Port Engineering Baishi Port of Zhuzhou is a coal wharf and there are little phosphorus mines loaded and unloaded at Dingjia Bridge of Hengyang, so the dust caused during loading and unloading and air storage period will exceed 11 classification standard of atmosphere. The effective water-spray device shall be installed. The .0% of fzlating coal dust will be reduced if water content of coal is kept above 6% in accordance with the experiences at home and abroad. The phosphorus rocks will not have serious effect on environment due to its big grain size and its strong cohensive force. It was calculated that the thickness of landed mineral dust at the edge of port area will be less than that of 11 classification standerd of atmosphere quality when the equal speed of wind is 2mIs and.the water content of the mineral is 2% and the stability of a tosphere is It classification. When the wind speed increases, the standard will be exceeded. So the port area shall be watered at time according to the wind speed and planted trees keeping the sand in check and controling the dust and beaublying environment. g1b3 3.2.2 Water Pollution caused by Port Engineering A. Impacts of coal and phcporus rocks on wtr quality The water quality will be affected by coal and phosphorus rocks spilt and washed out by rain duing loading and unloading ana storage penod. So, we shouz reinforce administration and clean and recycle lost goods in time. Besides forbidding cabin cleaning in the port area, We plan to carry out the sewage work and lead the sewage from drainage ditch to sedimentation tank The dredge will be collected and the water purified be reused. B. Influence on water quality caused by shipping waste The mission of oily waste water of ships will influence the water quality of the port area, especially in the sensitive water area of the first-class protectoin area for dnnk water in the lower reach. The Chinese government and Hurran Provincial Government attach great importance to pollution and decides to .adopt the effective measures to control strctly the pollution. In accordance with the Chinese Inspection Regulations of Facilities an Ships and Seas" promulgated by the No.109 Order of State Council of Republic of China and the Structu-e and Equipment Specification of Pollution Prevention on Riverboats " Stipulated by China National Shipping Inspetion Bureau, all the operational ships shall be equipped with oil-water seperator, emission control system or waste oil and water.cubin (cubide) . All the shipping water shall be recycled in Hengyang Port and Zhuzhou Port for central treatment Then, the pollution of oil will be controlled effectively. C. Public Hyglence Administration of the port Reinforce the .hygiene administration in the work area and living area by port adminitration department The domestic sewage shall be drained to the sewer of the city by by-pass flow system. The house refuse shall be dealt with treatment system of the city so as to prevent.the bad influence on water qualiti. ,4 D. Noises The noises of the ports are mainly caused by mechanical operation. the regional equal noise value is 50-60db(A) in a forcast. At the places fifty metres far away from the operation area, the noise value is 50-60(A): which is under the national standard of envionmental noise that provides the noise shall be less than 55-65dB(A) in the industrial area and the stipulation on the design specification of the port and have no serious impacts on the environment. Dingjia Bridge area of Hengyang Port is located in the suburb which is not the residents! gathering area. The old houses area. around Baishi Port of Zhuzhou , located at the municipal transform area is taken as land of port construction. There are no large scale municipal constrution project in the two above mentioned areas. The existing sand and stone wharf will be moved out of the center of city and the cargo-handling capacity will reduce from about 100014 to 420kt due to the construction of Yongli area of Zhuz,ou Port. With the transform of function of port, reduction of the cargo-handling capacity and the improvement of loading process, the environmental quality of the port will be improved obviously. The max noise in the center of port will be reduced from 91 dB(A) to 65dB(A). The transportation of the port to the outside will be eased and the pressure on the main road of the City will be moderated. The collecting and distributing transport conditions of .another two port areas has been connoted with the municipal construction plan. The construction of the port will be finished at the same time with the completion of the first-grade ring road of Hengyang City and the second-grade street along the river of Zhuzhou City will be improved greatly. 3.3 Influence on the environment caused by the dredging work The dredging work consists of dredging and reef explosion work in twentj three rjloals of the 120km reach from Davuandu to Zhuzhou. and dredging work of Beishi Port and Yongli Port in Zhuzhou. with total dredging capacity of 823.5kn, among which, dredging capaci:y on zhoal is 810-km3. dredging capcity aB Scichi por: 1^q.3 (mainly reef explosion work) and dredging capacity at Yongit port 3.bkm3. World Bank gives the special attention an the environmental problem caused by the construction of dredging work and removal of dredging sit and sets the following demands: a. Set up the heavy curtains for prevention of sit and adopt the dredging equipments with little turbulence on silt during the engineering of dredging work in the dry season so as to reduce the short-term turbidity in the dredging area as possible. b. Make the physical and chemical analjsis to the silt prior to the turbid action so as to lower the natural and lor man-made poisonous substances at silt into water. On the basis of analysis, the latent problem will be found and some measures will be adopted to try best to reduce the silt suspended again in this area. c. Evaluata proper,y on the spoil plan, the ono which has test in!!uence or the man resident area will be sellected. If taking the Intuence on the groundwater. rainvash and land using caused by spoil ground into consideration in somnm ocasion, then the harmful waste shall be collected in a structure which is used to prevent the poisons substance from permeating into the water-bearing stratum as possible some harmless silt may be reused, but the proposal that uses those silt to backflI the marsh land is not regarded as the best way to solve the environmental problem. The construction of dredging work shall adopt the relevent measures to reduce or eliminate the latent influence on the environment 3.3.lThe influence on the water quality caused by dredging work The stirring of bottom silt in the dredging of shoal will cause the increase of the troubling in the river and harmful substance suspended again. In a=ccrdance with the physic- chemical anatysis.(the details see Appendix 4 and 5) of substance dredged n 16 two typical shoals, the niver bed of reach is mainly comoosed of pebbles. the content of poisonous substance is lower, besides this, the pollution on the water, e-pecially on the drink water caused by dredging work is limited. We will supply.abundant information in the bid invitation documents to ask the contractor(s) to select the proper dredging equipments and optimized operation .process, even set up the heavy curtains for silt prevention if necessary so as to reduce the short-term toubidity and the liquidation of harmful substance in the dredgying area .We will also monitor the water quality at the lower reaches in the construction of dredging work. 3.3.2 Spoil of the dredging work The content of harmful substance in the spoil of shoal dredging work is lower in accordance with the analysis in attached table. The spoil area of shoal dredging work will be designed on the basis of successful Chinese river regulating expenence to improve the flow condition in the shoal and gain regulating efect The sit dredged will be used for filling the embankment and farmland. blocking up the tnbutary,raise the border of the river and f1!!ing and raising the in4avouable deep pool. So the explosion work shall be appoved by the navigational administration department and the navigational notice will be released in advance. The water quality monitoring involves the inspection of content on DO.BOD,COD,SS, PH, volatic phenol, nitrides, Hg, Cd, Cr, Pb, Cu, Zn, oil, ammonia, nitrogen and colibacillus, etc. The atmosphere monitoring items mainly. include the inspection of content on suspended particle, falling dust, S02 and Nox, the noises monitoring majors in the inspection of noise intensity in the construction sites and the residence close to the highway connected with the construction sites; the fish monitoring majors in the inspection of variety and quantity of fish and analysis of harmful substance content in fish body, (The details see attached table 2-5) 6.3 Training of Environmental Protection Personnel The environmental monitoring for the p-oject in the construction and operation periods will be carried out by the enviromental protection departments of cities (counties) along the river, which are qualified for environment monitoring at these departments is required. the personnel of the environmental protection units under the Xiangjiang Navigational Construction Corporation will attend the medium and short term training programme and on-the-spot invistigation. 30 6.4 Monitoring Organs The special environment monitoring stations have been setablished in Hengyang, Hengshan, Hengdong, Zhuzhou (including Zhuzhou County), which are scattered along 182km reach from Hengyang City to Zhuzhou City. The stations of Hengyang and Zhuzhou cities are evaluated as national class III stations, which have been well equipped and reinforced by qualified environment monitoring engineers, the environment monitoing equipments list and the details of monitoring items of two stations see attachment 6 ), the stations in the other four counties are national class IV stations, all of which have qualification and capacity for the normal environment monitoring. At present, the water quality of river and environmental quality in other sesentive point of environment have been controlled according to the monitoring results of all above mentioned stations from monitoring sections and points in all year. Water quality inspection system at three levels (shift,plant, company )has been set up in water plants along the river, so as to keep the water quality in conformity with the Chinese standard. Coordinating with other four environmental protection stations, Henoyang and Zhuzhou environment monitoring stations, entrusted by the Xiangjiang Navigational Construction and Development Co. Ltd will be responsible for the environment monitoring work of the project. The monitoring points and monitoring frequency will be increased in accordance with the monitoring results and actual situation of the project so as to meet the requirement of environment monitoring. 31 7. Responsibility and Action Plan of Environment Administration and Management 7.1 Responsibility of environment administrative and management organs: In accordance with "Environmental Protection Laws of Peoplels Republic of China", environmental protection departments in charge at all levels will be responsible for unified administration and supervision on environment protection work in the area under their jurisdiction ,communications departments will be responsible for the supervision on environmental pollution control and prevention caused by professional actions in accordance with relevant laws and regulations. (1) Hunan Provincial Environmental protection Bureau will assist and instruct the Xiangjiang Navagational Development and Construction Corporation (hereinafter referred to as XNDCC) cooperation with local environmental protection departments and environmental protection organizations under XNDCC to carry out the environmental protection administration and management during the shipping construction and operation period.
