General In order to meet the increasing demand of electricity by the economic development of Jiangsu Province and by people's daily life, the State Energy Investment Company and Jiangsu province plan to jointly build Yangzhou No 2 Power Plant (2X600MW). Part of the investment will come from the loans of IBRD. In accordance with Article 13 of the Law of the People's Republic of China on Environmental Protection as well as the requirement imposed by IBRD on its loan users, environmental assessment must be developed before the construction of a power plant. 1. 1 Purpose of assessment This report is to investigate the status quo of the local environment in the vicinity of the planned project site, assess the potential irnpact from the project during its con- struction and operation to the surrounding environment, recommend effective mea- sures to reduce or compensate for the adverse effects, justify the feasibility of the planned project from the environmental point of view and, finally, serve as the base for the preliminary design when the report has been approved by authorities con- cerned. 1. 2 Scope of assessment For atmospheric quality assessment, an area of 101km radius with the plant stack as the center will be considered. Assessment of impact to Yangzhou urban area which is 11km northward from the project site will also be made. Within this area, the most sensitive points include Yangzhou Urban area, Shouxihu Lake Scenery Zone, Zhen- jiang urban area together with its scenery areas of Jinshan and Jiaoshan, the Silkworm Research Institute of Academy of Agricultural Science and Zhenjiang Silkworm Seed Farm. Water body assessment will be made for the Zhenjiang - Yangzhou Section of Changjiang River. Noise assessment will be made with the plant fence as the boundary. Ash assessment will be made to the Shatouhe Ash Yard 4. 6km to the east of site. 1. 3 The main factors to be assessed are the following: TSP, SO2 and fluorides in the discharged flue gas from the power plant; the poi- sonous and harmful substances in the industrial effluents and living sewage discharges; the noise pollution from the power plant; the irnpact of ash and slag storage on the land utilization, atmospheric environment and of the premeation of ash water on the underground water; the electromagnetic radiation produced by the power transmission 1 lines. 1. 4 Assessment standard 1. GB3095-82: Ambient Air Quality standard, Calss I criteria shall be executed for the Silkworm Research Institute and Zhenjiang Silkworm Seed farm, and Class 11 for other areas. 2. GB/T 13201 -91: Technical Methods for Preparing Criteria on Discharge of Local Atmospheric Pollutants. 3. GB 13223-91: Emission Standard of Atmospheric Pollutants from Coal-fired Power Plants. 4. GB 3838-88: Environmental Quality Standard for Surface Water, Class m Area criteria. 5. GB 8978-88: Standard of Integrated Discharge of Effluents, Class I criteria. 6. GB 3096-82: Standard of Environmental Noise of Urban Area, Industrial- dense Zone will be considered. 7. GB 9137-88. Maximum Permissible Concentration of Atmospheric Pollutants for Protection of Agricultural Plants. 2. Project Description Yangzhou No. 2 Power Plant (Biangang) belongs to the category of new projects. In Stage I , only 2X600MW coal-fired generating units will be installed, including three parts of power generation, power transmission and the special jetty for the plant. The planned capacity of the project is 4X600MW. The present environmental assessment is made on the basis of the capacity of 2X600MW (Stage I ). Stage I project shall need total investment of RMB 5. 28 billion yuan, including the loan of USD 400 million from IBRD. Principal equipment will be procured through interna- tional competitive bidding. Stage I project shall occupy an area of about 52. 7 hectares; construction zones shall be 33 hectares. The plant (Stage I ) will be run by about 1,700 people (tentative number of staffing), whose living quarters will be built in Yangzhou Urban area. (2) This is a relative schedule with Jan. 1 of the first year as the starting date. 2. 1 Geological location of plant site The site of Yangzhou No. 2 Power Plant is located in Bali Commune of Hanjiang County, Yangzhou, Jiangsu Province. The site is situated along the embankment of Changjiang River, about 3. 5 Km to the northeast of Guazhou Town; 11Km to the south of Yangzhou City and is facing Zhenjiang City straight across the Changjiang River. The site sits on the alluvial plain of the lower reaches of the Yangtze River, with flat opening all around. The natural ground elevation by average is 3. 83m (Yel- low Sea Datum). Presently, within the boundary of the project site, the land is mostly flat and cultivated by farmers, with a few small ponds and rivers and with no industrial facilities at all. For the location of site, see Fig. 1. 2.2 Production flow: A coal-fired power plant is an energy conversion and processing plant; it con- verts low quality energy source such as raw coal into high quality energy -- electrici- ty, which can be much more conveniently transmitted and used and has wide applica- tions. The production process starts with combustion of coal, through which the chemical energy in the coal is converted into heat energy, which in turn produces high temperature and high pressure steam; the steam then is guided to move turbine to gen- erate mechanical energy, which is converted in the generator into electricity; and the electicity is finally transmitted to various users. Slag formed from burning up the coal in the furnaces will be discharged and collected in the ash pond and then fur- ther sent by means of hydaulic system to the ash yard. The fly ash caught bv the pre- cipitators in the form of high density slurry will also be sent to the ash yard through hydraulic force . The circulating cooling water for the plant shall be supplied through straight flow system, and be taken from and discharged into the Changjiang River di- rectly. The organic or inorganic waste water, including oil contaminated water, and domestic sewage from the production system and domestic system will be separately collected and treated to meet the discharge standard and then recovered or discharged into the Changjiang River. 2.3 Fuel According to the reply approval from the State Planning Commission for the pro- ject proposal, the power plant will use the high quality coal from Shenfu-Dongsheng Mine. The annual coal consumption for Stage 1 Project will be about 3. 25 million tons. The coal will be transported via the railways from Shenmu to Shuoxian (under construction) and from Shuoxian to Gangkou (planned), and then to the power plant via waterway directly. For the analysis of coal quality, see Table 2. 2. 4 Water source A direct flow unit system will be adopted for supplying water to the plant in this project. The water source will be the Changjiang River. Each of the 600MW turbo- generator units requires a water supply of 20. 18m3/s for its cooling and for the con- sumption of the auxiliary systems and other purposes. The total water demand by both units in Stage 1 will be 40. 36 mr3/s. Changjiang River has an annual average flow of 28200m3/s and a minimum flow of 1620m3/s, abound in water supply and can satisfy the water demand by the power plant all the year round.
