ENVIRONMENT 1 CHAPTER PAKISTAN IN THE CONTEXT OF THE GLOBAL ENVIRONMENT T his first chapter considers global and regional environmental problems that are of increasing concern to governments and, indeed, all sectors of society. Humanity's impact on the earth and its resources has increased at an unprecedented rate with every decade in the last two centuries, and with every year in the most recent decades. Human activities are now affecting some of the most basic climatic and biological cycles of the planet. A number of environmental problems have emerged in the past two decades that are global in scale. Pakistan contributes to each of these to a lesser or greater degree, and each problem has implications for the nation's development prospects and the quality of life of its peoples. Recent global and regional attempts to deal with these issues are discussed at the end of the chapter. Serious national environmental problems are discussed in Chapters 2 and 3. 1 1 GLOBAL ENVIRONMENTAL Pakistan is a densely settled land, with four times as many inhabitants per hectare as the globe as a whole, and PROBLEMS AND faces rapid population increase. In round terms, the land categorized as 'cultivable' repre- sents 32% of the area actually surveyed. When the same area is expressed as a function of the total area of Pakistan, however, the figure falls to less than 23%. Since virtually all the cultivable land has been surveyed, this lower figure is more relevant. _ 7Z!:-t The amount of cultivable land is nearly matched by ; the amount of land actually being cultivated. Thus it is Q'> apparent that little additional land is available in Pakistan l for the expansion of arable agriculture, the growth of crops on an annual basis. This is the most significant finding to emerge from the appraisal of the Land Capability statistics.
