Uang Bingqiang Minister of Finance Ministry of Finance People's Republic of China Beijing, Chlna Dear Mr. Minister: Re: Development Credit No. 2145-CHA (National Afforestation Project) Amendment of the Development Credit Agreement We refer to the Development Credit Agreement (National Afforestation Project) dated June 20, 1990 between the People's Republic of China (the Borrower) and the International Development Association (the Association). We also refer to your Ministry's telex dated September 25, 1990 requesting the Association to include the Province of Hainan under the Project. The Association is pleased to inform you that, pursuant to the above request, it agrees to amend Section 1.02 (d) of the Development Credit Agreement to read as follows: "(d) "Project Provinces' means the Provinces of Anhui, Fujian, Guangdong, Guangxi, Guizhou, Hainan, Hebei, Henan, Hubei, Hunan, Jiangxi, Liaoning, Shandong, Slchuan, Yunnan, and Zhejiang;" This amendment, once confirmed, shall take effect retroactively to and including June 20, 1990. Please confirm the agreement on behalf of the Borrower to the foregoing amendment by signing and dating the confirmation form on the enclosed copy of this letter and returning it to us for our records. A copy of this letter is being sent to the Ministry of Forestry for their information.
