Page 1 November 27, 1989 His Excellency Ibni Oumar Mahamat Saleh Minister of Planning and Cooperation B.P. 286 N'Djamena Republic of Chad Re: Credits No. 1945-CD and A-37-CD (Financial Rehabilitation Credit) Amendment to the Development Credit Agreement and to the African Facility Credit Agreement Excellency: Please refer to the above-mentioned Development Credit Agreement between the Republic of Chad (the Borrower) and the International Development Association (the Association) and to the African Facility Credit Agreement between the Republic of Chad (the Borrower) and the International Development Association as Administrator of the Special Facility for Sub-Saharan Africa (the Administrator) both dated August 5, 1988. Pursuant to discussions between representatives of the Borrower and the Association in order to lower from $10,000 to $5,000 the threshold for individual invoices acceptable for reimbursement, we are pleased to inform you that the Association accepts to amend the Development Credit Agreement and the African Facility Credit Agreement in the following manner: In paragraph 2(d) of Schedule I to both Agreements, the amount of "$10,000" is to read "$5,000". This amendment shall be effective for all expenditures incurred after January 1st, 1989. Please confirm your agreement to the foregoing by signing and dating the enclosed copy of this letter and returning it to us.
