Pursuant to an exchange of telexes between representatives of the Borrower and the Association dated December 30, 1988, March 4 and March 17, 1989 respectively, the Association hereby agrees to amend Category 5 of the Table set forth in paragraph 1 of Schedule 1 to the Development Credit Agreement as follows: "(5) Operating 330,000 100% of foreign expenditures costs in FY 1989 through FY 1992, and 70% of local expenditures in FY 1989, 50% of local expenditures in FY 1990, 30% of local expenditures in FY 1991, and finally 15% of local expenditures in FY 1992." Please confirm your agreement to the above amendment by signing and dating the form of confirmation below of the enclosed copy of this letter and returning it to us. This amendment shall take effect as of March 1, 1989.
