The Third Education Project in Senegal was financed by a Credit extended by the International Development Association (IDA) under Credit Agreement Cr- 908-SE signed by IDA on 23 May 1979. The Credit became effective on 23 August 1979. The closure of the Credit Account is foreseen for 31 May 1987. 2. At the invitation of the Goveriment of Senegal and under the terms of the co-operative agreement between Unesco and the World Bank, a Unesco project completion mission visited Senegal from 8 to 21 March 1987. The mission was composed of Messrs Ben Mady Cisse (general educator), chief of mission and member of the Educational Financing Division, R. Ganeff (general educator) and D. Dupety (architect), consultants. Before the mission, Messrs Ganeff and Dupety visited the Headquarters of IDA in Washington DC from 22 to 27 February 1987 for a review of the files and for discussions with the appropriate authorities of the Western Africa Projects Department Education Division. A visit was paid to the French Development Fund (CCCE) in Dakar. 3. The principal task of the mission was to assess whether the objectives of the project had been attained, to compare the estimated and actual costs, and to evaluate the present impact of the project on the education system (in particular, primary education in rural areas and technical education), to examine the viability of each component, and to draw lessons for the Government and IDA from the experience of preparation and Implementation of this project. 4. The report has been prepared on the basis of information gathered through visits to project institutions and meetings with the appropriate authorities in Senegal, together with information previously obtained from IDA headquarters. 5. The mission gratefully acknowledges the valuable assistance provided by the Government of Senegal, in particular the Project Implementation Unit (PIU), in the preparation of this report. 6. A draft of the report was sent to the Government of Senegal and IDA for comment. Comments were received from the Government and IDA and these have been incorporared. 7. The opinions and conclusions contained in this report represent the judgements of the mission following the consultations indicated above.
