Sanjay Dhar, Ruben Lamdany, Shashi Talwar, John Underwood and Ms. Shideh Radian. Messrs. Sweder van Wijnbergen and Jose da Silva Lopes (consultant) participated part-time. The report was discussed with the Government in May 1987 by a mission consisting of Messrs. Balkind and Underwood.
