AFSIE November 1987 - V - SENEGAL INDUSTRIAL SECTOR RESTRUCTURING PROJECT CREIT AN) PROJECT SUMMARY Borrower: Republic of Senegal Financial Intermediaries: - Comercial and specialized banks customarily involved in industrial lending (restructuring and new investments) - SOFISEDIT (small-scale enterprises) Beneficiaries: - Manufacturing enterprises - Displaced employees of the industrial sector - Various agencies supporting the industrial sector Credit Amount: SDR 25.0 million (US$33 million equivalent) Terms: Standard, with 40 years maturity Project DescritioE: The project would facilitate the adjustment of the manufacturing sector to the reformed incentive policies through: (i) an apex-type line of credit (US$25 million) for restructuring and new industrial investments; (ii) a retraining and SSE lending program (US$5 million) to assist displaced workers of the industrial sector; and (iii) a technical assistance comionent (US$3 million) to strengthen the Ministry of Industry and other institutions supporting the reform process. Onlending Terms: - The apex line of credit would be made available by the Central Bank to participating banks at 5.0% p.a. for onlending to beneficiary enterprises at 9.5% p.a., with maturities of 3-13 years and grace periods of 1-2 years. - Funds for the establlshment of small-scale enterprises by displaced workers would be onlent to SOFISEDIT at 3.5% p.a., and to final beneficiaries at 8.5% p.a., with maturities of 3-6 years including up to one year of grace. As with the above line of credit, the foreign exchange risk would be borne by the Government. - vi - Project Benefits: The project would facilitate the adjustment of industries to the new incentive system. Provision of financing under the line of credit will sustain modernization efforts of existing enterprises, helping them regain or maintain competitiveness on both domestic and export markets; it would also foster the emergence of new poles of industrial growth that are better able to positively contribute to the national economy. The reorganization of the export promotion and insurance agencies would enable the development of new markets abroad. The provision of technical assistance to the Ministry of Industry would enhance its capacity, enabling it to effectively implement the policy reforms. Finally, assistance to displaced employees for retraining and setting up of SSEs would alleviate the social cost of the reforms, thus enhancing their sustainability. Project Risks: A major risk, which could result in slow disbursement of the line of credit, is that the banking system may be reluctant to increase its financial exposure to the industrial sector perceived as more risky than traditional sectors such as commerce. To minimize this risk, terms and conditions under the line of credit (including lending spread) have been structured in such a way as to be attractive to the banks. Another risk is that restructuring as well as new investments in the industrial sector may be slow to materialize on account of the initial uncertainty caused by the reformed incentive framework and lower effective protection. It is indeed expected that the line of credit will initially be used to finance mostly the restructuring and modernization of existing capacities. After the initial adjustment, the revised incentive system should, however, provide a sustainable basis for the development of new industrial investment opportunities. - vii - Estimated Costs % of Local Foreign Total Total Cost ----
