TDS Number I 83/54 4 (;I- -COUNTRY/PROJECT: Madagascar/Lac Alaotra Rice Intensification Project DATE APPROVED: March 22, 1983 TOTAL COST: $38 million IDA CREDIT: $18 million OTHER FINANCING: Government of Madagascar, $5.5 million; Caisse Centrale de Cooperation Economique (CCCE), $10 million; Fonds d'Aide et de Cooperation (FAC), $4.5 million IMPLEMENTING ORGANIZATIONS: Ministry of Agricultural Production Development Agency for Lac Alaotra and Agrarian Reform (MPARA) (SOMALAC) B.P. 281 Ambongalava Antananarivo, Madagascar Ambatondrazaka, Madagascar Telex: (via Central Bank) 22317 PROJECT DESCRIPTION: The project includes: a) rehabilitation of existing "modern" irrigation networks on about 25,000 ha and improvement of water availability on traditional schemes on about 3,000 ha; b) production of improved seeds and provision of agricultural equipment and inputs to farmers in the Lac Alaotra basin (about 68,000 ha); c) reinforcement of SOMALAC through provision of materials, technical assistance, and training; d) construction of a central warehouse and provision of vehicles, equipment, and training for the agricultural extension services of MPARA; e) establishment of a network of rain and stream gauging stations; f) pilot activities aimed at increasing agricultural production; g) establishment of a monitoring and evaluation unit; and h) studies related to project activities and to preparation of future agricultural projects. PROCUREMENT: Contracts for vehicles and equipment, to total $9.2 million in aggregate, will be let through international competitive bidding (ICB) procedures in accordance with IDA guidelines. Other contracts totaling more than $100,000, mainly for agricultural inputs and totaling about $3.1 million in aggregate, will also be let through ICB. Procurement for project components to be financed by CCCE will be carried out in accordance with the guidelines of that organization. CONSULTANTS: About 12 staff months of short-term consultant services in support of seed production activities will be required.
