The Project would also finance an Advisory Group which has been set up to assist the Government in designing an economic recovery program. Benefit: The technical assistance would support the Government's Export Rehabilitation Program by eliminating manpower bottlenecks in the agricultural sector and promoting the generation and saving of foreign exchange. Risk: There is some risk of delays in recruiting the necessary personnel, owing to the large number and specialized nature of their work; however, these would be kept to a minimum with the involvement of FAO and appropriate administrative arrangements at MOA.
