Benefits and Risks: Project benefits would essentially be in savings in vehicle operating costs, which would directly benefit the transporters but could eventually be passed on to small farmers and consumers in the form of higher farmgate prices and slower increases in transport costs. The main risk of the project is linked to the generally slow response of the Togolese authorities to technical assistance, in particular as it relates to planning. The recent progress made, however, in the establishment of the General Directorate of Transport (GDT), staffing and the definition of its work program is an indication of the Government's commitment to strengthen planning. | This document has a restricted distribution and may be used by recipients only in the performance of their official duties.
