The $23.6 mill ion project is the first phase of a long-term program to develop the forestry resources of Rwanda and to strengthen its 1 ivestock industry. • The IDA-assisted project will establish a total of 8,000 hectares (ha) of fuelwood and pole plantations in the Kigali and Butare prefectures. The urban population of these prefectures will be supplied with charcoal and firewood from these plantations. Rural woodlots to supply firewood and building poles for the rural population will also be established. An integrated forestry and livestock scheme covering 4,000 ha in the Gishwati Forest will be set up for the production of saw timber, and the development of a high productivity cattle industry for meat and milk. This scheme will also develop integrated crop and livestock services in the farming zones surrounding the forest area. The project is designed also to strengthen the forestry services within the Ministry of Agriculture by the provision of staff, equipment and adminis- trative buildings. Studies, including one of the energy needs of Rwanda, experimentation in charcoal-making and the development of simple and economical cooking stoves, are also important features of this project, which is expected to be completed in 1986. The Government of Rwanda will contribute $2.6 million towards the cost of the project. The IDA loan is for 50 years, including 10 years of grace. It carries • no interest but will bear a service charge of 3/4 of 1% per annum to cover administrative costs. It wi 11 include: (a) the establishment of 5,000 ha and 3,000 ha in Kigali and Butare prefectures, respectively, of fuelwood and pole plan- tations, to supply charcoal, firewood and building poles for the urban population of Kigali and Butare; (b) rural woodlots to supply firewood and building poles for the rural population; (c) the establishment of an integrated forestry and livestock scheme over approximately 4,000 ha within the Gishwati Forest and development of integrated crop. livestock services in the farming zones of the seven communes surrounding the Gishwat Forest; (d) the strengthening of the forestry services within the Ministry of Agriculture through the provision of staff, equipment, administrative buildings, and the reorganiza- tion of the Waters and Forests Department; (e) various studies, Including a study of the energy needs of Rwanda, experimentation in charcoal-making by means of modern portable kilns, and deve1opment of simple and economical cooking stoves for the rural population; and (f) project monitoring and evaluation, further project preparation, and training. PROCUREMENT: Contracts for the supply of materials and equipment ex- ceeding $80,000 will be awarded on the basis of inter- national competitive bidding in accordance with Bank/lDA guidelines. Contracts will be grouped to the extent possible. Contracts for materials and equipment costing less than $80,000 will be awarded following government procurement procedures, which are satisfac- tory; subject, however, to the condition that for purchases of materials and equipment costing more than $20,000, price quotations should be sought from suppliers located in at least three countries. For the major buildings (proj9ct headquarters and housing), local contractors will be selected on the basis of local competitive bidding in accor- dance with government procedures which are satisfactory to IDA. The roads and other civil works (small buildings, etc.) will be carried out mostly by force account. CONSULTANTS: Technical assistance of 1.4 man-years will be obtained in accordance with procedures acceptable to the Bank. Among the experts required will be an administrative and financi~l direct9r, a sub- project director for Gishwati, two silvlculturists, a construction supertntendent and a zootechnician.
