The broad questions for which answers were sought were: What is the production credit coverage for small farmers, and what determi:t::- '! both the intensity (amount of credit) and the extent (among various classes of farmers) of the present coverage? The second category included the cost of untimely loans, the opportunity costs of time lost during the loan negotiation period, the duration of loa.."lS, the infle:d bility of repayment sc.bedules and means of payment, and the costs of acquiring information as to how to obtain a loan. Also evaluated as to their importance were the positive values associated with free tecb.nical assis tance and access to subsidized inputs that came \vith a loan. DISTRmUTION OF NONINSTITUTIONAl. CREDFI' SERVICES In Mexico there exist essentially two noninstitutional sources of c!,eQit: (1) :'Ural u.su.ry lend eM and (2) mutual interest lenders-i.e., commercial or industrial enterprises that lend to support activities 7lhicb. will produce inputs for their processing or business activities. Wealthier farmers and 'acompradore5~ (crop buyers) in a given area often lend to poor farmer.s who face productive conditions making them ineligible for official or private bank credit, or "'fho are excluded by bank . policies. For example, Banrural cannot lend to farmers who have c=~d~t that is unpaid for whatever reaso~ q,r to farmers who are ineligible for crop ! insurance from the government -insurance organization because t~e inci - dence of crop failure in their zon.is actuarily :00 high to allow insurability, or to far:o.ers who produce perishable vegeta.ble crops for which there is n.o guaranteed market as 6ere is for grain crops. Some farmers want credit for 06er than productive or product i.:m 'Purposes; 0 thers desire less credit than the amount they must take under the strict quotas of the official bank. The farmers who t".J.r:l to noninstitutional sources of credit tend to be very pOOl." c::edit ;:-lsks, and they face a monopolistic c::edit source. The loans they receive tend to be short-term at intenst rates ranging from 3 percent to 5 percent per rnont!l, depending on the ri::;k to the lender in terms of the on the farmer's access to alter-lative sources of credit, i.e., friends or oth<!:l.' moneylenders. Although some farmers use this credit to buy productive inputs, the size C?f the interest rate limits the size of the loan and thereby the size of any investment t!lat might be undertaken to impro"e the farm. These loans are usually repaid with crops.. .-\nother form of usury lending takes place between farmers who have a distaste for certain costs involved in using bank c::edit, and voluntarily incur t1:te high interest costs of infor'::lal loans. For example, some farmers =efuse to pay for Ct'op inSW'ance, a necessity for "ejidatarios" (communal farmer.; who by law have no title to their land and thereby cannot use the rand as collateral for a loan). The C:'op insurance system ha~ a reputation for corr'-lption, and a poor redemptiin record. Some farmers also encounter corruption among the low-salaried :3a.nrural c!'edit· 0 ffkials, who demand some form of payment to "facilitate" receipt of credit. Information and transportation costS involved in obtaining bank credit are high for some rarmers. Some farmers refuse to bor::ow from the official bank but cannot ohtain an adequate amount of credit from a private bank to fill their needs because of credit rationing at the ceiling rate of interest. These farmers must suppleme:!lt fo.mds received from the private bank with funds from ::loninstitutional Jources; they usually face interest rates at the low end of the ran~~" :a'ound 3 percent per month, and usually repa';r with crops. and the acomprador reimburses himself for the costs of harvesting--i.e., the use of day laborers and machinery plus profit-by paying the farmer below- market prices far the crop. The acomprador takes advantage of the farmer's desire for convenience, a common shortage of cash around barve.,t time to pay peons, and the dsk that be may be unable to sell at a better rate in other ma't'kets that often b1.ty only from certain contracted sources. Knowing to whom credit goes and for \vhom it is intended makes it possible to evaluate the appropriate kind and level of subsidy. 'There are many classifications of farmers, based on land s1:e, income, crops, etc., but for t1lis purpose it seems appropriate to classify farmers according to ilieir potential to productively absorb and repay c:edit. Sue: a classification will allow us to determine the appropriate kind and level of st:bsidized services that would be necessary to enable a "potential" c::.-:!dit subject to become an actual credit subject. An important part of this discussion must be focused an ::tow subsidies can be ~sed to develop productive and economic potential so that the subsidies can be reduced over time as farmer productive development takes place.
