The $9. 1 mill ion project provides for strengthening the runway and taxiway at Dakar airport and for modernizing navigational and visual approach aids at Ziguinchor and Cap Skirring, two of the country's busiest airports. By preserving Dakar airport's attractiveness and suitability as a major transit and stop-over point between Europe and Latin America and • between North America and West and Central Africa, the project will help increase foreign exchange earnings by about $3 mill ion annually, and ensure growth in employment from the expansion of airport activity and related services. It will also help promote Senegal 1 s growing tourism industry. The $7 million loan for the second aviation project is for a term of 15 years, including 4 years of grace, with interest at 7% per annum. In 1972 the Bank approved $3 mi 11 ion for its first aviation r,·· !ect in Senegal which has been completed. Jaures B.P. 3144 CABLE: ASECNA, Dakar Dakar , Senega 1 TELEX: 680SG PROJECT DESCRIPTION: The main components of the project are: a) strengthening and levelling the main runway and taxiway and improving the taxiway alignment at Dakar airport; b) installing navigation aids (VOR), runway 1 ighting and related works at Ziguinchor; and c) installing visual approach aids (VASIS) • at Cap Skirring. PROCUREMENT: Civil works at Dakar a;rport will be carried out through international competitive bidding (ICB) in accordance with Bank guidelines. For purposes of standardization with existing air navigation equipment throughout the ASECNA system and to take advantage of ASECNA's bulk purchasing procedures, ASECNA will negotiate with overseas suppliers for the highly specialized electror1ic and electrical equipment costing about $300,000 for Ziguinchor and Cap Skirring. This pro- cedure is consistent with normal ASECNA equipment procurement practice for its member countries. A building ($45,000) to house new electrical switchgear and an emergency power plant together with other related civil works at Ziguinchor will be executed by a local contractor under local bidding and procurement procedures acceptable to the Bank.
