Additional financing for the project is being provided by a credit of $4.5 million from the Special Action Account of the European Economic Community, and a loan of $4.5 million from the French Caisse Centrale de Cooperation Economique. • The project provides for the establishment of new institutions of higher education to increase the supply of high- and middle-level technicians and managers required for the modern agricultural and in- dustrial sectors. It also includes expansion and improvement of sec- ondary technical and vocational training programs. In primary educa- tion, the project will provide increased quality and allow preparation of cost-reduction measures, including teaching of national languages in the low~r primary grades. Overall, the project is expected to produce significant benefits in institution-building by providing improved capacity for project execution, for educational research and planning, and for coordination of vocational training. The IDA credit calls for repayment within 50 years, including a 10-year grace period. It carries no interest, but has a service charge of 3/4 of 1% per annum to cover administrarive costs. Generally, the project emphasizes • institution-building, and improvements in the quality and relevance of education and training programs. PROCU.REMENT: Civil works valued at $8.6 mill ion, and furniture and equipment valued at $4 million will be procured by international competitive bidding (ICB) in accordance with Association guide- lines. Procurement of civil works ($2.8 million) and equipment and furniture ($1 .1 mill ion) to be financed from the EEC Special Action Credit, will follow ICB, except that bidding will be 1 imited to members and associated members of the EEC. Domestic manufacturers of furniture and equipment will be allowed a preferential margin of 15% of the c. i .f. price of competing imports, or the total applicable customs duties and import taxes, whichever is lower. Items of furniture and equipment which cannot be grouped in packages of at least $50,000, or which are not suitable for ICB, will be procured by inviting quotations from at least three reliable suppliers, whenever possible, or in accordance with local competitive bidding procedures satisfactory to the Association. The total value of such items would not exceed $500,000. CONSULTANTS: Consultant services will be provided for archi- tectural design work, starting up and program development for the project institutions, and to assist in project implementation.
