IDA is the World Bank's affiliate which provides loans on concessionary terms to the poorest of the devel_oping countries. The Second Education Project will have an estimated total cost of $12.67 mi 1 lion. It will provide physical facilities for about 19,500 primary students and about 1,100 students in teacher-training, vocational and agricultural schools and wil 1 improve the quality of primary education for more than 300,000 children . • A United Nations Development Programme (UNDP) grant of about $470,000 will help iinati{..t: pc1i-t vi U1e i..echnical assistance component of the project. The project will continue and expand the Association's assistance in support of Haiti's efforts to correct inequalities in access to primary education. It will also increase the supply of skilled and semi-skilled industrial workers, agricultural extension agents and rural community development agents. The IDA credit to the Republic of Haiti wil 1 have the standard IDA term of 50 years, including 10 years of grace. It will bear no interest but carries an annual fee of 0.75% to cover administrative expenses. NOTE: Money figures are expressed in U.S. dollar equivalents • • FORM NO. 1121 (5-76) T ECHNI CAL DA T A PROJECT: COUNTRY: TOTAL COST: Second Education Haiti $12.67 million • IDA FINANCING: $10 million, standard IDA terms OTHER FINANCING: United Nations Development Programme (UNDP) grant: $470,000; Government of Haiti: $2.2 million IMPLEMENTING ORGANIZATION: Government of Haiti through: Projects d'Education - CONADEP Bolte Postaie 2162 Port-au-Prince, Haiti PROJECT DESCRIPTION: The project consists of: (a) construction, furnishing and eq~ipping of 31 rural basic schools, 10 urban primary schools, 1 primary teacher-training college, 2 secondary vocational schools, l vocational training center, l agricultural training s6hoo1, and radio education production facilities; (b) support for curriculum development, in-service teacher-training, educational material~ preparation, production and distribution, and evaluation and studies, all related to primary education; and (c) technical assistance. PROCUREMENT: Contracts estimated to cost $3 mill ion for the procurement of furniture, equipment, textbook printing, and bulk purchase of building materials and paper wi 11 be awarded on the basis of international competitive bidding in accordance with IDA guidelines, except that furniture and equipment which cannot be grouped in packages of at least $25,000 will be procured on the basis of local procedures acceptable to the Association; procurement under these procedures will not exceed $230,000. Local manufacturers will be allowed a preference margin or the lower of 15% of the c.i.f. price or the applicable customs tariff. Civil works contracts to a value of about $4.9 mill ion will be awarded on the basis of competitive bidding advertised locally and in accordance with local procedures acceptable to the Association. CONSULTANTS: The project will inc1ude 20 l/2man-years of specialist services and 9 man-years of fellowships. The specialists will be for primary school development, health education, teacher-training, educational materials preparation and production, radio education, vocational and agricultural education, education administration, project unit assistance, and pre-investment studies. • ESTIMATED RATE OF RETURN: ESTIMATED COMPLETION DATE: 1982 - 0 -
