The project is expected to yield direct benefits as a result of increased production of paddy and tomatoes, including foreign exchange benefits to be realized from substituting project production for current imports of rice and tomato paste. The project will also provide greatly increased incomes for about 9,000 people who are among the poorest in Senegal's rural areas; these benefits are expected to be spread widely through extended families. Project risks have been minimized as much as possible by obtaining civil works bids before approval of the proposed Credit, by allowing for the effects of salinity in estimating crop yields, and by specific financial measures to ensure adequate and prompt funding for project implementation. Tomato growing does present some particular risks, but these are not expected to significantly affect the estimated economic rate of return.
