The Europ_ean Development Fund (EDF) wi 11 participate ln the financing of the project with a grant of $3.4 mill ion. The project consists of: the provision of livestock services to associa- tions of pastora1ists, including animal health, husbandry techniques, protection of rangelands and stock watering points; provision of credit for herd reconstitu- tion and steer fattening; provision.of equipment and materi~ls for the i ivestock • department and related agencies; assistance to a tsetse eradication program; management training for the livestock department's.senior staff and preparation of a fol low-up project. About 100,000 pastoral fami 1 ies wi ·11 benefit from the project. Incremental annual incomes after ten years, valued at 1977 prices, wi 11 accrue to the fol low- ing three categories of beneficiaries: $260 for the 25,000 families fully participating in the project, $140 for the 10,000 families not paying well maintenance fees and $120 for the 65,000 fami1 ies receiving only vaccines and drug supplies. The $11.5 mi11 ion IDA credit to the Republic of Chad wil 1 be for a SO-year term, including 10 years of grace. It wi 11 be interest free but wi 11 carry a service charge of 3/4 of 1% to cover IDA 1 s administrative expenses. PROCUREMENT: Procurement of civi 1 works (estimated cost $1 .l mill ion), vehicles and equipment (estimated cost $1.7 mill ion) and supplies, namely drugs and materials for v.Jel ls (estimated cost $1 .6 mi 11 ion) wi 11 be through international competitive bidding in accordance with IDA guide] ines for contracts over $50,000. For contracts of $50,000 or less but more than $10,000, procurement will be through competitive bidding in accordance with local proceJures acceptable to IDA. CONSULTANTS: The project provir~s for 16 man-years of technical assistance and for 66 man-months of consultant services.
