A second credit of $2.9 mil lion wil 1 be made from Canadian funds administered by IDA. The project is designed to strengthen the permanent secretariat of Comite de Coordination du Developpement Rural through technical assistance and trirough the creation of a financial and technical unit, and provide the Organismes Regionaux de Developpement of Dedougou and Bobo Dioulasso with staff, equipment and transportation .. • The project's main direct economic benefits will be an increase in production. of cotton and cereals. Cotton is one of the country's most important sources of foreign exchange earnings. At ful 1 dev~lopment, the product wil 1 add 9,800 tons of cotton lint~ Some 46,500 families will directly benefit from increased crop pro- duction which will generate higher incomes. Women's conditions in 40 villages in the project area wi 11 be improved through instruction in nutrition, sanitation and functional literacy. The African Development Fund, Canada, and the Swiss Technical Cooperation are participating in the financing of the project. The IDA credit and the !DA-administered credit to Upper Volta are for 50 years, including a 10-year grace period. They are free of interest, except for a service charge of 3/4 of 1% on the amount disbursed and still outstanding to me~t IDA's administrative .costs. PROCUREMENT: For the components fin1nced from the proceeds of the IDA and 1·0A-administe~ed credits, ~11 contracts over $50,000 for the procurement of vehicles will be obtai~ed through interna- tional competitive bidding in.accordance with ID~ guidelines. Purchases wi 11 be grouped in packages of at least" $50,000 when~ver pos~ible. Contracts for the construction of houses and offices will be awarded on the basis of cQmpetitive bidding advertised locally in accordanc·e with local procedures acce.pt•ble to IDA, as will contracts under $50,000. For contracts under $10,000 local shopp.fng will be employed. Their services of consultants will be obtained in accordance with IDA guJdelines for the use of consultants. Goods financed by ADF and Swiss Technical Cooperation wi.11 be procured in accordance with their procedures, but should not result ~n -highe~ costs tha~ if all procurement were made under IDA procedures. Approximately 6 man-months of consultants' services will be required to provide training to extension staff. Total costs of consulting services are estimated at an average of $7,800 per man-month. • ECONOMIC RATE OF RETURN: 30% ESTIMATED COMPLETION DATE: December 1982 - 0 -
