Half of the beneficiaries are considered to be living in absolute poverty .• The project, with an estimated total cost of $8 mill ion, includes improvement and expansion of the water supply systems of Cap-Haitien, Gonaives, Jeremie, Port- de-Paix, Jacmel, Miragoane and Aquin. It wil 1 provide potable water to about 155,300 people by 1982 and establish adequate production capacity to serve 215,500 people by 1993. • Parallel to this project, the United Nations Capital Development Fund (UNCDF) has given a grant of $1.34 mi 11 ion for the construction of water supply systems in Saint Marc, Les Cayes and Leogane, to serve about 54,400 people by 1982. Haiti is one of the poorest nations in the world, with a GNP per capita of $200. An infant mortality rate of about 150 per thousand 1ive births, an average 1 ife expectancy of 50 years, low nutrition and sanitation standards and an adult i 1 literacy rate of about 80 percent characteri. the depressed living standards of the population. The project wi 11, by 1982, provide safe w.ater to about 70,000 people through public standpipes (serving to about 80 percent of the population in the area, included in the absolute poverty category), and some 85,000 inhabitants wi 11 have access to a reliable system of water supply through house connections. The project wi 11 also improve the technical, financial and managerial capabilities of the Service National d'Eau Potable (SNEP), an autonomous government agency in charge of the project execution. The $6.6 mi 11 ion credit to the Republic of Haiti will be on standard IDA terms, repayable in 50 years, including 10 years of grace. OTHER FINANCING: Government of Haiti: $1.4 mil lion IMPLEMENTING ORGANIZATION: Service National d 1 Eau Potable Rue De 1mas Port-au-Prince PROJECT DESCRIPTION: Project objectives are improvement and extension of the water supply systems of seven Haitian provincial towns. The project wi 11 provide potable water to about 155,300 people by 1982 and establish adequate production capacity to serve 215,500 people by 1993. Major components of t h e . project are; (I) construction of 10,500 house connections and 109 public standplpes, chlorination facilities, storage tanks and 111.6 km, of transmission lines and distri- bution pipes, and (I I) 270 man-months of technical assistance and consulting services. PROCUREMENT: All procurement will be made in accordance with the Bank's Guidelines. Contracts in excess of $50,000 for civil works or $20,000 for purchase of equipment wi 11 be awarded on the basis of international competitive bidding. Contracts of less than $50,000 but over $10,000 for civi 1 works, or of less than $20,000 but over $10,000 for purchase of equipment wi 11 be awarded on local competitive bidding, subject to the aggregate maximum of $500,000. Contracts of less than $10,000 wi 11 be procured directly on the basis of a minimum of three quot~tions with an aggregate m~ximum of $200,000. CONSULTANTS: A 100 man-month program will provide technical assistance for accounting, planning and budgeting, internal control, organization structure and personnel administration, commercial procedures and practices, tariffs, design and construction standards, maintenance and community participation. In addition, 170 man-months of consulting services will be required for final engineering and supervision during construction. INCREMENTAL RATE OF RETURN: ESTIMATED COMPLETION DATE: 8% 1981. - 0 - •
