The implementation status of each of these three components is as follows: Page 1 of 6  The World Bank Report No: ISR4893 Component One: The OPM had approved 406 public works sub-projects to be implemented through six line Ministries in 8 districts. Funding for these sub-projects was transferred to the Ministries and then to district-level implementers. Work began on these sub-projects in some areas. In June 2011, the World Bank carried-out a Financial Management Review of the Project, which identified weaknesses with the financial management of Component One. In response to these findings and based on implementation experience to date, the OPM informed the Bank that the decentralized nature of the component, working through six line ministries in eight districts in the first year, would make it difficult to sufficiently Public Disclosure Copy strengthen systems to ensure an effective span of control over all sub-project activities. As a result, the Government requested the World Bank to restructure the Project to cancel Component One and reallocate these funds to other activities in the World Bank Kenya portfolio. The World Bank confirmed that it will continue to support social protection in Kenya and is exploring a new operation to provide more strategic engagement in this sector. Component Two: KEPSA launched the first training and internship cycle on June 20, 2011. The payment system for youth was designed and is operational and the MIS is up and running. A total of 1,057 interns completed the life skills training, of which 916 were subsequently selected into work placements with 205 employers. This was done through a matching process that included interviews with perspective employers. After an initial six-week period of work experience, interns began the next training session (core business skills) on September 26. This was followed by a second work placement and then sector specific training. At the same time, KEPSA continued to put in place the systems needed to finish implementation of cycle one and to start cycle two. Component Three: MOYAS continues to make progress in the implementation of activities under this component. The Communication Strategy and Training Needs Assessment for District Youth Officers (DYOs) were completed. Social Audit activities started with the submission of draft training materials by Action Aid Kenya. The planned support to the National Youth Council continues to await the establishment of the Council.
