For some generations past her productivity has main- tained a lead in the race with her population. Now, largely because of the virtual elimina- tion of malaria during and since the war, the rate of population growth in Ceylon is one of the fastest in the world. The Government and the people, therefore, face the task of expanding and diversifying the country's sources of production fast enough to main- tain and improve their standard of living- now among the highest in Southern Asia. In this thorough and detailed report on Ceyton's economic potentialities, the Mission has faced up to this challenge, setting forth recommendations for a six-year development program (beginning in October, 1953) which it believes will meet the needs of the growing population and add permanent strength to the economy. These recommenda- tions include the government's organizational and fiscal policies as well as specific develop- ment programs in the fields of agriculture, colonization, power, industry, transportation, communication, public health, education, and technical assistance.
