As of October 2011, 112,267 households were enrolled in the program and paid, of which 47,376 are supported by the World Bank. It is expected that a total of 125,281 households will be enrolled and paid by the end of December 2011 and by the end of the FY (June 30, 2012) the program will cover 141,629 households, of which 55,816 will be supported by the World Bank. Advances continued to be made in strengthening program implementation, with a specific focus on the improving the oversight and accountability of the program. As reported in the Page 1 of 7  The World Bank Report No: ISR5455 previous ISR, the mandate of the Locational OVC Committees (LOCs) was redefined to facilitate the targeting and enrollment of beneficiaries into the program. Oversight of the payment process was shifted to the newly established Beneficiary Welfare Committees (BWCs). Since this decision, the Department of Children Services (DCS) has revised the guidelines that define the roles and responsibilities of the LOCs and created a Terms of Reference for the new BWCs. Training and awareness-raising on these reforms has been carried out at national and community-levels. In some districts, the process to elect members to the BWCs has begun. Public Disclosure Copy To further support these reforms - and ensure that beneficiaries are aware of their rights and responsibilities under the program - a Program Charter of Beneficiary Rights and Responsibilities was distributed to all program beneficiaries. A further 40,000 copies (in Kiswahili) will be printed and distributed. Concurrently, a firm was contracted to operate the external complaints and grievance mechanisms in the short-term so that this mechanism would continue to function while the DCS puts in place a contract for its long-term operation. This procurement will be initiated in January 2012. Steps are being taken to integrate the internal complaints mechanism (which receives and responds to, on average, 20 complaints per week) with the external system so that all complaints raised to the program are consolidated into a single report for management. The DCS is in final stages of contracting a firm to conduct external spot checks, which will provide a continuous stream of independent information on program performance. This function has been provided on an interim basis through a contract financed by the development partners. Finally, the monitoring and evaluation system is being expanded to include a second impact evaluation that will provide important insights into the program's effectiveness. In all districts, payments are made through the Postal Corporation of Kenya. Equity Bank has now been contracted as an alternative payment service provider (PSP) for the program for 25 districts. In these areas, payments will be made through Equity Bank to beneficiaries using smart card and biometric technology. This is expected to significantly improve the security and accessibility of payments to beneficiaries. A firm is being contracted to support the DCS to enroll beneficiaries into this system, which includes the capturing of biometric data. First payments through this system are expected to be made before the end of April. Subject to the performance of the alternative PSP, it is then expected that this payment approach would be rolled-out across the program. In August 2011, the Ministry agreed with development partners to increase the value of the transfer for the CT-OVC Program from Ksh 1,500 to Ksh 2,000 per month. This decision was made in response to the erosion of the transfer value arising from food price inflation. This increase in the transfer was put into operation from the October 2011 payment. Finally, progress has been made in the development of the Social Protection Strategy for Kenya (with a draft now at ministerial level for endorsement) as well as in the establishment of the Social Protection Secretariat, which is now functioning with some external consultants, financed by this project. These significant advances have led the World Bank to upgrade the rating of the Project from Moderately Satisfactory to Satisfactory.
