The Government will extend part of the credit proceeds and a loan of about $1 million from the Abu Dhabi Fund to the National Bank for Economic Development (BNDE). BNDE, in turn, will re.-lend these funds to the Regional Development Society (RDS). The project which is based on research and experimental work under an FAO/UNDP fisheries development project, is designed to continue and expand the fisheries development activities started by them. • The project, a comprehensive fisheries development program, is de- signed (a) to provide the technical assistance and training, and the fishing equipment, materials and basic services necessary to significantly increase the productivity and incomes of approximately 3,000 low-income traditional and artisanal fishermen and their families; (b) to expand and improve fish preserva- tion methods; and (c) to improve the marketing facilities and extend them throughout Burundi. In addition, the project includes the preparation of a comprehensive rural development plan for and the initiation of pilot development activities in the Lake Tanganyika coastal region. The project wil 1 benefit a broad range of the population who will be able to obtain an additional source of protein at a relatively low price. Fish production will be increased by about 10,000 tons per year and about 3,000 fishermen will earn between $300 and $600 a year. Additional jobs wi 11 be created for about 1,500 new artisanal fishermen, and for about 200 employees in the RDS fishing centers and stations. About 300 people wi 11 be employed in the construction of project facilities. The IDA credit is for 50 years, including a 10-year grace period. PROCUREMENT: Fishing equipment (outboard motors, lamps, nets, etc.) and fish procession equipment (US$0.8 million) will be purchased on the basis of price quotations solicited after international advertising in an inter- national fishing journal and notification to embassies in Bujumbura. Vehicles and other equipment wi 11 be procured on the basis of price quotations from local suppliers offering adequate guarantees of service and spare parts. Consultant services (US$0.4 million) and technical services (US$1.5 mil lion) will be procured in accordance with Bank/I DA guide- 1 i nes. CONSULTANTS: Twenty-five man-years of technical assistance, to be financed by IDA, will be made available to the project as follows: Fisheries Development Technician (5 man-years); Production Manager (5 man-years); Commer·· cia.1 Manager (5 man-years); Administrative and Financial Manager (3 man-years); Technical Manager (4 man-years); BNDE financial advisor (3 man-years).
