Project Objectives The development objectives of the Project to Strengthen the National Statistical System of Indonesia (STATCAP-CERDAS project) are to increase the effectiveness and efficiency of the Indonesian National Statistics Office (BPS-Statistics Indonesia) to produce and disseminate reliable and timely statistics in accordance with international standards and best practices, and to be responsive to user needs. The STATCAP-CERDAS project will support the implementation of BPS# five-year reform program articulated in its 2010-2014 Strategic Plan for Change and Reform for the Development of Statistics (CERDAS). This will be achieved by: streamlining and integrating processes and systems for major product lines; implementing quality assurance system; improving dissemination and user communication; adopting international standards; improving information management systems; strengthening human resources management and development; and aligning organizational structures to business needs. Page 2 3. Project Description This Project is proposed as a 5-year Specific Investment Loan, under the umbrella of the multi-country STATCAP Adaptable Program Loan. The project will have five components: Component A: Improved Statistical Quality. This component will ensure the ongoing relevance and responsiveness of BPS (Statistics Indonesia) programs to emerging user needs. In light of escalating demands and limited resources, the project will assist with improving priority setting processes around statistical collections and exploring trade-offs between competing needs to ensure the BPS work program is #doable# with existing resources. This includes improvements of key statistics, as well as strengthening of cross- cutting areas, such as analysis, survey management and methodology, quality assurance, dissemination and user engagement. Component B: Improved ICT. This component will support the upgrade of information management system and ICT infrastructure to improve standardization, accuracy and timeliness of BPS products. An integrated data warehouse will be designed to facilitate internal data collection, processing and analysis, as well as dissemination and user accessibility. The project will strengthen management of ICT focusing on common tools, shared systems, and IT staffing and skills. Component C: Improved HR Management and Development. The component will implement reforms to HR policies and practices dealing with HR management issues such as performance management, manpower planning, and career development. The Project will also support training and development, through improved corporate training plan, including upgrading of the BPS Education and Training Center and development of HR information system. Component D: Improved Organizational Alignment. This component will ensure that the organizational structure and arrangements are strategically aligned with the changes induced by business process reengineering, introduction of new technologies and systems, and changes in HR requirements. Any changes to legal and regulatory framework (Statistics Law and related government regulations) that may be necessary as a result of changes to institutional arrangements and organizational structure will also be addressed. Component E: Project Management. Project Management Unit (PMU) will be established in BPS and will be supported by specialist consultants to assist with procurement and contract management, as well as a firm to provide Owner's Agent services. 4. Project Location and salient physical characteristics relevant to the safeguard analysis Nation-wide in Indonesia (BPS offices at national, provincial and district level) for technical assistance and capacity development/ training activities. Systems development activities will be based in BPS Headquarters. The Project will not be financing any Page 3 constructions/civil works, but it will provide server and network equipment to enable organizational connectivity, and shared application systems and database access. #Software# will be the major focus of the Project, but limited quantity of #hardware# will also be provided to accommodate and support this development. The equipment financed through the Project will be investing in new systems to augment, rather than replace, existing ICT infrastructure and equipment in BPS. 5.
