RP1040 V2 DRAFT EXECUTIVE SUMMARY BIHA - KRUI (LINK 053) KABUPATEN LAMPUNG BARAT YEAR 2010  EXECUTIVE SUMMARY I. BACKGROUND OF PROJECT Referring Law of GoI No 38 of 2004 about Road, purpose of the road transportation is to arrange a safe, safely, smooth, comfortable and efficient traffic and road transportation in order to support national development and economic stability. For this purpose, the Government of the Republic of Indonesia through the Ministry of Public Works will be implementing road capacity improvement project of Biha - Krui located in the Kabupaten Lampung Barat, Lampung province. The project will be financed through a World Bank loan under the Western Indonesia National Road Improvement Project. Biha - Krui road link will be widened to comply with the national road standard width of 7 m with a total ROW of 14 m, therefore necessitating additional land outside existing ROW. Based on the Loan Agreement between the Republic of Indonesia and World Bank, if any encroachment in the Right of Way or if the project additional land should be prepared a Land Acquisition and Resettlement Plan that should be prepared in accordance with World Bank Guidelines. The purpose and objectives of the establishment of the LARAP are: 1. This activity is gathering information about the socioeconomic conditions of residents whose land or other assets affected by widening the road and find out their perceptions and aspirations of local residents against the presence of the road project plan. 2. Prepare alternative land acquisition policy, relocation and guidance to residents affected by the project. 3. Develop a work plan for land acquisition, resettlement and development as the guidance and efforts planned for the implementation process of land acquisition, relocation and empowerment for people affected by the project. LARAP study area for the road betterment of Biha - Krui is 25.040 km long which is a national road that connects the 3 districts in Lampung Barat, namely Pesisir Tengah, Krui Selatan and Pesisir Selatan.
