C. 20433 TELEPHONE: EXECUTIVE 3-6360 IDA News Release NO. 75/21 May 1, 1975 $10 MILLION FOR EDUCATION 'EXPi:SSION IN THE SUDAN A credit of $10 million from the International Development Association (IDA), an affiliate of the World Bank, will help to expand and improve the educational system in the Sudan. The project is designed to meet the most critical requirements· of the educational system. especially in Southern Sudan and to make the system more responsive to the developmental needs of the country. • It will provide training facilities for out-of-school youths and adults, upgrade and provide facilities for primary and junior secondary education, strengthen teacher education and curriculum development, expand training of skilled workers, and assist a nationwide education sector review. The project is scheduled for completion in 1982 at a total estimated cost of $18.9 million, including a foreign exchange component of $9.2 million. The IDA credit will meet most of the'foreign exchan~e cost and part of the local currency cost. The credit to the Sudan is for a term of 50 years, including 10 years of grace. It will be interest free, except for a service charge of 3/4 of 1% to meet IDA's administrative costs. The credit is the second from IDA in support of the development of education in the Sudan. The first credit of $8.5 million, made in 1968, was directed particularly at the provision of skilled manpower for commerce, industry, services and large-scale commercial farming~ • Note: Money figures are expressed in US dollar equivalents. PROJECT: T E CHNI CAL DAT A Second Education Project • COUNTRY: The Sudan TOTAL COST: $18.9 million IDA FINANCING: $10 million, standard IDA terms OTHER FINANCING: $8.3 million by the Government of Sudan and $0.6 million from a bilateral source of assistance. IMPLEMENTING ORG&~IZATION: Project Unit, Ministry of Education, Government of Sudan, Khartoum, Sudan. PROJECT DESCRIPTION: The project consists of the construction and equipping of 40 new Integrated Rural Education Centers (IRECs); three new Junior Secondary Schools; extensions to • one Primary Teacher Training Institute; and one Vocational Training Center; and 15 man-years of technical assistance for curriculum development, the reorganization of technical education and the education sector survey; 10 man-years of technical assistance in implementing the project and six man-years of training fellowships. PROCUREMENT: Contracts for civil works, furniture, equipment, veh:f.:;les and imported construction materials will be awarded following int~rnational comp~titive bidding, after advertisement in Sudan, with the following exceptions: 30 IRECs will be constructed by departmental forces (force account) utilizing self-help contributions where possible; contracts for equipment, books and furniture costing less than US$20,000 equivalent; locally pro- cured construction materials and transportation services which will be procured on the basis of local competitive bidding. Items will be grouped to the extent practi- cable to permit bulk procurement. Preference will be give~ to domestic manufacturers (15%) and civil works contractors (7-1/2%) if foreign manufacturers and contractors compete for awards. ESTIMATED COMPLETION DATE: 1982 -0- •
