Announcement of Nine Million Dollars to Upper Volta for Livestock Development on May 29, 1975

C. 20433 TELEPHONE: EXECUTIVE 3-6360 IDA News Release No. 75/33 May 29, 1975 $9 MILLION TO UPPER VOLTA FOR LIVESTOCK DEVELOPMENT The International Development Association (IDA), an affiliate of the World Bank, has approved a $9 million credit for a li~estock development project in Upper Volta. The project is a broadly based program to assist cattle production, livestock, marketing, meat processing and veterinary services in the Dedougou and Bobo-Dioulasso Regional Development Agencies (Organisme Regional de Developpement - ORD's). It will benefit about 300,000 traditional cattle producers and will also intro- duce traditional farmers and pastoralists to commercial ranching. 0 The project area carries about 20% of the country's cattle (490,000 head) and 20 percent of the sheep and goats (750,000 head). Over 80 percent of the land in • the project area, where almost 1 million people live, is available for livestock production on pasture. The direct benefits from the project will be· an increase in the annual livestock production worth over $3 million. Among other benefits , about 50 ,000 pastoralists will increase their cash income from $85 to $105 and 3,000 ranchers participating in group ranches will increase their annual income to about $200. The project includes the establishment of nine group ranches and a ranch development center; improved veterinary services throughout the project area; construction of a livestock market as well as improvement of 730 kilometers of stock routes; renovation of a slaughterhouse and provision for training, field trials, project evaluation and f'uture project preparation. The credit to the Republic of Upper Volta is for a term of 50 years, in- cluding 10 years of grace, and interest free except for a service charge of 3/4 of 1 per cent per annum to cover IDA's administrative expenses. IMPLEMENTING ORGANIZATION: The Government will establish a project unit in the Ministry of Planning. The Ministry of Planning Rural Development and Tourism - Ouagadougou, Upper Volta. PROJECT DESCRIPTION: The project, carried out over five years, 1976-80, would comprise: a) establishing nine group ranches and a ranch development center; b) providing improved veterinary services throughout Dedougou and Bobo-Dioulasso ORD' s; c) constructing a livestock market and holding ground • at Bobo-Dioulasso as well as improving 730 kilometers of stock routes; d) renovating a slaughterhouse at Bobo-Dioulasso; and e) providing for training, field trials, project evaluation and monitoring, and future project preparation. PROCUREMENT: Vehicles and equipment (US$0.9 million) would be procured through international competitive bidding in accordance with IDA guidelines. Domestically manufactured goods would be allowed a preference of 15 percent (or the level of applicable import duty whichever is lower). CONSULTANTS: Will be retained to a) prepare future livestock projects with emphasis on small holder fattening and milk production, b) monitor and evaluate the project, c) carry out pedological and sociological studies in the group ranch development area and d) perform consultant engineering for the renovation of the Bobo-Dioulasso slaughterhouse.
