WASHINGTON DC. 20433 TELEPHONE: EXECUTIVE 3-6360 IDA News Release No. 75/37 June 9, 1975 $20 MILLION CREDIT TO HAITI FOR ROAD REHABILITATION The International Development Association (IDA), an affiliate of the World Bank, has approved a $20 million credit to Haiti for a road rehabilitation project • • The main objective of the project is completion of reconstruction of the 250 kilometers Northern Road which connects Port-au-Prince, Haiti's capital, with the country's second city, Cap Haitien, on the north coast. The reconstruction of cne Northern Road will improve service to industrial installations near Port-au- Prince, facilitate marketing of the crops of three major agricultural areas (the Artibonite Valley and the Gonaive and Northern Plains) and will provide an all- weather link between the capital city and the northern part of the country includ- ing the historic sites adjacent to Cap Haitien. The project consists of: (1) reconstruction of the remaining 170 kilometers not included in the ongoing Third Highway Project; (2) construction of a new bridge over the Artibonite River (Sande Bridge); (3) consultant services for supervision of construction, evaluation of pavement standards, and design of Sande Bridge; and (4) technical assistance for preparation of new projects in the transport sector and for further improving the capabilities of the domestic civil works industry. The IDA credit is made to Haiti for a term of 50 years, including 10 years of grace, and is interest-free except for a 3/4 of one percent service charge to cover IDA's administrative expenses. Note: Money figures are expressed in U.S. dollar equivalents.  T E C HNI CAL DAT A PROJECT: COUNTRY: Fourth Highway Project Haiti • TOTAL COST: ~26.3 million IDA FINANCING: $20 aillion, standard terms OTHER FINANCING: Local, $6.3 million IMPLEMENTING ORGANIZATION: Travaux Public Transport et Coammicationa (TPTC) and CommW1ications (TP'.I'C), Port-au-Prince, Republic of Haiti PROJECT DESCRIPTION: The project includes: a) reconstruction of ten road sections of the Northern Road totaling about 170 kilometers; b) construction of a new bridge on the Artibonite River (Sonde Bridge); • c) supervision of construction, evaluation of pavement atandarda and design of Sonde Bridge; and d) technical assistance for preparation of new projects in the transport sector and for further improving the capabilities of the domestic civil works industry. PROCUREMENT: Civil works will be let on the baai• of international competitive bidding. Works will be divided into four lots. Although a 7-1/2% margin of ,reference is available for local contractors. CONSULTANTS: Consulta"·,lt services have been retained, in agreement with the Association, for supervision of civil works (Ingeroute/France), and for review of pavement standards and de,ign of Sonde Bridge (Ewart, Lea and Tremblay/Canada). Other technical assistance will be provided on terms .and conditions acceptable to th~ Association. A total of about 180 man/months of technical assistance will be provided under the project.
