To improve access to education and expand educational opportunities, the Government of Malawi has adopted an eight-year investment program (1973-1980) giving priority to the growth of primary education, the improve- ment of secondary schools in the rural areas, and the strengthening of the various non-formal programs. This program includes the expansion and improvement of primary schools, • secondary schools, agricultural colleges, the Polytechnic, and the Univer- sity of Malawi, as well as the training of primary school teachers • The IDA project consists of the construction and equipping of 22 new model primary schools which can be easily duplicated in the rural areas, 22 rural education centers, oneteacher training college including a demon- stration school, and additional laboratories, workshops, dormitories and staff quarters for seven existing secondary schools. The project will provide facilities to expand and strengthen on-going education development programs and help meet the rapidly increasing demand for skills. It will extend the teaching of practical and commercial sub- jects to more primary and commercial schools. The project will reduce socio-economic disparities by increasing the enrollment of girls in secondary schools, assisting the promotion of secondary education in rural areas and -- through rural education centers -- by teaching adults the basic skills they require for productive self-employment in rural areas. The IDA credit to Malawi is for 50 years, including a 10-year grace period. It is interest-free except for a service charge of 3/4 of 1% to cover IDA's administrative expenses. PROCUREMENT: Contracts for civil works, furniture and equipment will be awarded. on the basis of international competitive bidding in accordance with Bank guidelines for procurement except that (a) civil works costing less than $200,000, (b) furniture and equipment contracts costing less than $50,000, and (c) locally procured materials will be awarded on the basis of competitive bidding advertised locally. Domestic manufacturers of furniture and equipment will be allowed a preference of 15% over the c.i.f. price of imports or the applicable customs duty, whichever is lower, over the cost of competing foreign suppliers. Domestic con- tractors will be allowed a preferential margin of 7~% over bid prices of competing foreign contractors. CONSULTANTS: About 12.5 man-years of technical assistance will be pro- vided covering the services of architects, a orocurement specialist and a quantity surveyor. They will be employed under terms and conditions satisfactory to IDA. Consultants will design and supervise the construction of the teacher training college and the secondary schools.
