A credit of $11 million by IDA will enable the lmplew~ntatiun of a Village Manage- ment Technician Training Program which has been prepared by the Tanzanian Government with the assistance of the Scandinavian countries. It will be the first comprehensive program for in-service training in village development in Tanzania. The credit is the fifth by IDA for education in Tanzania. It will help meet the demand for trained manpower brought about by Tanzania's rapid progress in villagization and its development of cooperatives. • Under the project, about 1,500 cooperative officials and community development work~rs will be retrained in village management at five new rural training centers. Each manager-technician will become responsible for about five villages. The managers will help villagers to assess priorities, prepare development plans and organize support for their implementation, an.d train village officials in book- keeping methods and other administrative skills. To accommodate the new managers, the project will meet the cost of building materials for about 1,500 houses to be built by self-help. The project will also make an important contribution to the Government's policy of reorienting secondary education so that it will be more relevant to the needs of national economic development. Expansion of facilities for the teaching of science and practical subjects will add 2,100 places to the total of 9,020 in the 15 schools involved. In addition, technical assistance will be provided to help the National Board of Accountants and Auditors to draw up a national training plan for accountants and auditors, and define professional standards. • The $11 million IDA credit is for 50 years, including 10 years' grace, and is interest-free with a 3/4 of 1% charg~ for administrative expenses. PROJECT DESCRIPTION: The project will assist the Government to implement its • education development program by the following: (1) Support of the Rural Training Program - operational costs, building materials for about 1,500 houses, equipment, 2,000 bicycles 1 500 motorcycles, and other vehicles for a rural training program together with related equipment and furniture for five rural training centers involved; (2) Extension of the Secondary School System - equipment for improvements to and rebuilding of, where required, 15 secondary schools; and (3) Provision of Technical Assistance - the cost of specialists' servfces for: National Board of Accountants and Auditors, the Project Unit of the Ministry of National Education, a survey of secondary education and a review of the content and delivery system for primary education for the Ministry of National Education. PROCUREMENT: International competitive bidding for all major civil works, and for vehicles, materials and equipment contracts in excess of $120,000. CONSULTANTS: Services will be required for the pre-investment studies for accountancy and management training (10 man-years), for the primary school survey and for the secondary school survey (6 man-years).
