Objectives: According to the loan agreement, the objective of the project was “…to assist the Borrower in reducing the spread of the HIV/AIDS epidemic through: (a) the increase in programs for the prevention, care and control of the epidemic, targeted in particular to high risk groups of the population; and (b) the strengthening of the institutional capacity of the Participating Entities and Participating Agencies to ensure the effectiveness and the sustainability of the Project .
