However, more agricult-qral production is a pressing need 1n Peru today. The ~opuiation has increased by 30% ciur1ns the past 15 years, while food production llae risen by only 20%. IncreE,eing quantities of wheat, meat and milk now have to be iinported. Dotnestic conisumpt;J.on of l»e!'ll' s main export crops, cotton and susar, has reduced quantities ava.ilabl.e for export. In presently cultivated land on the coastal plain, the greatest need is for the prope:r use of scarce water supplies. The new equipment will also be used there for prepa~ins the land for effective 1rr1sation by levelins, draining e.nc1 contouring. T"nie will not only make land now 'i.mder cult1vation more productive but the water saved can provide irrigation for the dev·alopment of new land.. SCIPA was established in 1943 by the PeruVian Government and the In$t1tute of Inter-P..:me~ican Affairs of' the Uid.ted States. It has an efficient and experienced staff' and has operate4 wit}i marked success since its inception. In addition to operating agricultural machinery pools, SCIPA furnishes free tecbnica1· assistance to farmers through an extension service prosram. To obtain t.Q.e m3e • of equip:nent from the machinery po.ole., farmers enter into contracts with SCIPA for the services desired. For this service they are charged a fee. . This fee. is based on the coat of operating the pools and amortizine the cost of equipment over a period of five years. Although it is not SCIPA'a objective to make prot1te, its revenues have more than covered the cost of !ts operations, 1nclud1ne depreciation of' machinery, The l~n 1~ for a term of seven ye~ra and bears interest at the rate of 4-,l/8'1, per annum, including the, 11, co=nisaion which, under the Bank's Articles of Agreement, is allocated to a epc,cial reserve. Reconstruccion y Fomento le ha hecho un prestamo de $1.JOO.,OOO al Peru para el pago de la importacion de equipos agricolas tales como tractores., arados, trilladoras y raspadoras, necesarios para mejorar los metodos de producci6n agricola y para reclamacion de tier:ras viejas y nuevas para el cultivo. El trabaj o _realizado con los equipos debe ayudar al Peru a reducir sus necesidades de importacion de alimentos y aumentar sus disponibilidades de cambio exterior. La. maquinaria financiada con el prestamo del Banco sera manejada por SCIPA, (Servicio Cooperativo Interamericano de Producci6n de Alimei1tos), agencia del ~ Hinisterio de Agricultura. Una de las actividades mas importantes de SCIPA es la de ad.ministrar las cooperativas de maquinaria agricola. El equipo de estas cooperativas., _manejado por personal de SCIP.A, se suministra a los agricultores por contratos. De esta manera, lo~ hacendados que no pueden costear su propia maquinaria o que no estan familiarizados con los metodos agricolas mecanico~, pueden disponer de los servicios cooperativos para arar, cultivar y co~echar sus productos, irrigar sus tierras y construir caminos. La agricultura es la principal actividad economica del Peru •. Ella emplea dos tercios de la poblacion trabajadora. Sin embargo, aumentar la produccion agricola es hoy una de las necesid.ades mas urgentes del pa!s. La poblacion ha aumentado ~nun JO% en los ultimos 15 a.nos, al tanto que la producci6nsolo ha subido ~n un 2oi Cada di.a hay que importar cantidades mayores de trigo, caz·ne y leche. ~El cr~ciente qonsumo interno de las dos cosechas principales del pais, el algod6n y el azucar ,/ ha reducido las disponibilidades pa:ra exportacion. 1 • Con el nuevo equipo financiado por el Banco, SCIPA calcula que al.rededor de 20 ,ooo hecta.reas adicionales pueden ser preparadas ,J3CIPA podra reclamar 5,<?00 y sembradas • anualmente. 4ciema.s, hectareas anuales que estuvieron antes en producci6n ~ la arida costa del Peru. De acuerdo con SCIPA, la produccion adicional que resul-. ta.ra tan S'~~O de esta reclamacion Valdri por lo me110S un millon de dolares por afio. \\ En las tierrks recientemente cultiva~as de la costa, lo ~~s urgente es ~l USO ade- cuado de la escasa provision de agua. El nuevo equipo se usara tambien en preparar la tierra para una irrigacion efectiva por medio de nivelaciones, drenajes y per- files. Esto no solamente har, mas productiva. la tierra hoy cultivada sino que economizara agua para irrigar nuevos sectores. SCIPA fu~ establecida en 1943 por el gobierno peruano y el Instituto de Asun~ \\ tos Interamericanos de los Estados Unidos. Cuenta con personal eficiente y experi- • mentado que ha trabajado con resultados palpables desde su iniciaci6n. Ademas de administrar la~ cooperativas de maqutnaria, SCIPA ofrece ayuda teGnica gratuita a los agricultores por media de un programa. de servicio extensive. Para obtener el uso del equipo de las cpoperativas para deternrl.nados servicios, los agricultores celebran contratos con SCIPA. Por estos servicios pagan una t'Uota 1 que se basa en el costo de administracion de las c9operativas y de amorti~acion del equipo en un ,II !)eriodo de cinco a.vies. Aun c-q,ando ~). objetivo de SCIPA no e$ lograr ganancias, sus entradas han superado los costo5- d,el funcionamiento., inclusive la d,epreciacion de la maquinaria. El prest~-no es a 7 afios al 4-1/4% anual, r)e inc}uye el 1% de com:ision que, de acuerdo con los Articulos del Conven..to del Banco., va ~ una reserva especial. ~ amortizaci6n cqmenzara en julio ds; ;:J.954. Durante el ultimo afio, el Peru~~ neg9ciado: activ~nente el arreglo de SU • ,, deuda externa en d6Iares y esterlinas. En noviembr~ del 1951 el gobierno anunci6 los terininos de un plan de reajuste para la deuda en dolares, negociado con e~::) ' .L\ -3- "Foreign Bondholders Protective Council, Inc • .," !de Nueva Ybrk. En abril de 1952 • el Congreso peruano aprobo una 1ey que autoriza al gobierno para efectuar el arreglo~ Ta~bien se han adelantado negociaciones con el Consejo de Tenedores de Bonas en Landres sobre dos emisiones de bonos en esterlinas; pero estas negociaciones n? han llevado todavia a un arreglo. El gobierno ha manifestado su voluntad de ofre- cer a los tenedores en esterlinas un arreglo basado en los mismos intereses, amor- tizaci6n y trato de los intereses en retardo ofrecidos a los tenedores de bones en dolgXes. Las emisiones en esterlinas, sin embargo., llevan anexas opciones contrac- tuales en dolares, que le dan al tenedor la facultad de percibir capital e intereses en esterlinas o en dolares a una tasa . de conversion . especificada de $4.8665 por libra esterlina en una emisi6n; y de $4.80 en la otra. El gobierno peruano ha declarado que esta listo a pagar en dolares; pero cree que las tasas contractuales de cambio deben reajustarse. El J de junio de 1952 el Consejo Britanico anuncio al publico • lo siguiente: "El Consej o ha inf ormado al gobier no peruano que las tasas de interes, etcetera., de la oferta americana pudieran ser acepta- bles para los tenedores de las emisiones londinenses; pero que no deberia esperarse q~e acepten una oferta que ignora su opciOn en d6lares. '' La situacion econom:Lca del Peru continua siendo halaguena. Reformas anuncia- das en 1949 y 1950, tales como la liberalizacion de las restricciones. de cambio exterio~ ~ de las med.idas para establecer el monto de circulante, han comenzado a ;:. dar fruto. Ademas~ recientemente se han dado pasos para estimular las inversiones extranjeras privadas en las industrias petrolera y minera. Despues de ser aprobado por los Directores Ejecutivos del Banco, el Convenio de Pr~stamo fue firmado el 8 de julio de 1952 por s.E. Fernando Berckemeyer, Emba- ja,dor del Peru en los Esta.dos Unidos, a nombre de la Republica del Pero, y por Eugen~ ~.
