I submit the following report and recommendation on a proposed development credit to the Kingdom of Afghanistan for the equivalent of US$ 2.5 million on standard IDA terms to help finance an aviation project. The project would include the construction and equipping of a new Flight Information Center (FIC), technical assistance to help establish the Air Navigation Services (ANS) which would operate the new FIC, and a feasibility study and engineering work for a proposed new airport to serve the Kabul area.
