On February 9,2005 ExecutiveDirectorsdiscussedand approvedthe first operationunder the Global Programfor Avian InfluenzaControl and HumanPandemic Preparednessand Response (GPAI), a$4 million grant tothe Kyrgyz Republic.' At that meeting, staff reported on the outcomeof the InternationalPledging Conferenceon Avian and HumanPandemic Influenza,held in Beijing, China,on January 17-18,2006. ExecutiveDirectors asked for more detail on the compositionof the fundspledgedby donors at that conference. This informationnote is in responseto that request. Pledging Outcome 2. At the conference,donorspledged a total of US$1.868 billion toassist developing countries-both affectedcountriesand at-riskcountries. (All developingcountriesface this risk to varying degrees and need integratedpreparednessplans, addressingboth the threat to bird populations and the potential threat to humans.The recent spreadof avian influenzato Nigeria illustratesthe need for countriesto actquickly, as the geographical spread of thediseasehas not proven to be predictable.) The pledgingperiod covered the years 2005 - 2007. 3. Donor Country and International Organization Support. Bilateralpledges, includingthose of the EuropeanCommission,account for 47percent of the total with the remainder made upby the World Bank andthe Asian Development Bank. The grant to loan share is US$968 million in grants and US $900million in loans. 4. Donor Allocations. Follow-Up. Moredetailedinformationondonorpledgeswill be postedonthe Bank's external website in the next few days, with the caveatthese pledges mustbe that reconfinned with donors. Follow up discussions with donors are taking place at theboth country level through government-led donor coordination mechanisms and with donor offices in their headquarters to update informationon the amounts pledged and totry to match availabledonor funding with the highestpriority country needs. The Avian and Human Influenza Trust Fund (AHITF) 6. AsExecutiveDirectorsareaware,severaldonorshaveexpressedinterest in contributing toa multi donor trust fund managedby the World Bank,to help meet financing gaps inAH1integrated country programs. To date, pledges total about$63 million. Other donors have expressed interest, and the Japanese Government has separatelypledged $10 million through existing trust fund arrangementsto support AH1 work in developing countries. 7 . Progress TowardActivating the'TrustFund. The Bank is currentlytakingthe actionsneeded toenable this trust fund tocommenceoperations as soon as possible.A draft of trust fund Standard Provisions has been prepared, as the basis for internal discussions and for consultations with the donors who have expressed interest in contributing tothe Trust Fund. These Standard Conditions include proposals for eligible countries, eligibleactivities,Trust Fund management, and Trust Fund governance. The emphasis in designing the standard conditionsis on flexibility,so that the Fund can be used to meet unpredictable needs in unforecastable locations as quicklyas possible. 8. Trust Fund Manager. The AHITF Program Managerwill be the Head of Trust Fund Program Administration in the Trust Fund Operations unitof the Concessional Finance and Global Partnerships Vice Presidential Unit.The Fund will therefore be housed ina unit that has substantial experiencein handling global and multi-sectoral programmatic trust funds. 9. Needfor Speed. It is hopedthatdiscussionsontheTrustFundStandard Provisions will be completed quickly.
