Consistent with the is one of the national strategy to develop western China, An'kang - Maoba Road Project components to be Inter-provincial Highway Project from A'rongqi toBeihai with the to link intention to axisfrom North to South in the area of Western China, which functions the Southern Shaanxi to Sichuan Province. With the accomplishment of this proposed project, it will play a great role in eliminating the poverty in An'kang area in Southern Shaanxi. It will also function greatly to improve the regional development as a component ofthe provincial road net work and that of the national road net work as well. The overall length of the project of AME is 86.902km, with the preliminary project design having been finished by now. The Feasibility Report of the project construction was conducted by Shaanxi Provincial Reconnaissance & Design Institute in Sept. 2004, while the preliminarydesign was done by Zhongjiao No. 2 Highway Exploration, Design and Research Institute and 2005 and Jan. Shaanxi Provincial Reconnaissance & Design Institute respectively in Nov. 2006. Chang'an University was retained by Shaanxi Provincial Communication Department to undertake the EA for the proposed road accordance with the spirits of Environmental Protection Law of PRC, Environmental Impact Assessment Law of the PRC, Rules of Environmental Protection Management for Construction Projects, issued by the State Council of PRC, Measures ConcerningEnvironmentalProtection andManagementfor TransportationConstructionProjects,issuedby MOC. In July 2004, Chang'an University set up the assessment team for AME, and decided the operation plan after the site reconnaissance and the analysis of the construction technical data. In August 2005, the assessment team undertook the investigation of the environmental related issue and the public consultation survey along the proposed road; at the same time, the assessment team assigned the work of the survey of the current to Environmental Inspect environmental situation and ecological sample inspection Station of An'kang City. The assessment team revised the EA Report with the consideration of the suggestions provided by the World Bank Experts. The EP Office of MOC organized the expertise team to reconnoiter the Expressway site in Nov. 2005 and made their comments on the draft of the EA Report. According to the expertise comments and the updated data, the assessment team revised the EA Report, responding to the comments by the World Band in the revised version. The acknowledgement in the process of writing the EA Report should be paid to Shaanxi Communication Bureau, Shaanxi EPB, Shaanxi Forestry Bureau, the Communication Dept. of An'kang City, the EP Dept. of An'kang City, the Civic Construction Dept. of An'kang City, together with the Departments of Communication, EP, Forestry, CulturalHeritage Protection at county levelalong the proposedExpressway. The EIA compulsory is because the suggested line of AME is 86.902 km intotal length, passing through Qinba mountainous the area where the environment issensitive. The AME is 86.902 km in length, with the passing terrain geographically complicated and with much forestation and many rivers. Due to its importance, scale and environment the area features of along the road, it falls into the Category A according to World Bank OP4.01 "Environment Assessment". That is why ElA and EMP are compulsory for this project. 1.3.2Assessment Grade The proposed AME will pass the Soutlheast part of Shaanxi province through Hanbin District and Ziyang County of An'kang city. In the recommended line there will be a 15km section passing through the experimental area of Yinghu Wecland Nature Reserve, An'kang, Shaanxi province. Social Economy Impact Assessment; v. Environment Atmosphere Impact Assessment; The impact assessment of the cultural relics and tourism is included in the "Social Environment Impact Assessment". Among the above, the most important contents are: Ecological Environment Impact Assessment, Noise Environment Impact Assessment, Water Environment Impact Assessment, and also the Water Risk Analysis in Operation Phase. 1.5Assessment Methodology The principle of the assessment is the "combination of points and lines, points representing sections, and feedback applied to the whole line". The methods of monitoring and investigating will be adopted to the impacts on surface water, noisiness and ambient atmosphere; as for the acoustic environment impact, the way of model computation is to be used; and for the water environment and ambient atmosphere impact, analogy analysis is to be applied; and the way of data collection, site survey, analogy analysis and commentary will be applied to make assessment of the impacts on ecological and social environment. Project Overview and Construction Analysis 2.1 Project Location The proposed AME is from Yinjiaying (C1196+560) to Maoba (K293+000) , 86.902km in length. Please refer to Map 2-1 for the route location and Attached Map I for project direction. Please refer to Map 2-2 for Roadbed Standard Cross Section. 2.2 Significance of Project Construction Inner Mongolia A'rongqi-Xi'an-Guangxi Beihai Highway ("A'bei Road " in short) is one of the eight important provincial roads in West China by the Ministry of Communication, among whiclh 4 are in vertical and 4 in horizon. The section in Shaanxi is about 950km in length, which links the three economical districts of north, central and south parts of Shaanxi. It's the longest and the most important economic line, by which the cities and towns linked are the most in number. The proposed It's as the central axis in the radiation road network of Shaanxi Province. expressway of An'kang - Maoba is 86.902km in length, as the southernmost of A'bei Road in Shaanxi province, which crosses Daba Mountain Area where the landform and geology are very complicated due to the high mountains and steep slopes. That is why its construction is of vital strategy importance. 1. Project construction is for the urgent strategy need of western China development. The large area in Western China is very rich in land resources, waterpower, and mineral resources, but is also restricted by geographical locations, natural and ecological environment and development conditions with the economy developing very slow in quite a long time. in Infrastructure construction, for example, transportation development, is the basic and key part the strategy of Large Scale Development in Western China initiated by the central government. So this project is very important to promote the well balanced development of economy in both east and west areas. 2. The urgent need to enhance and promote the road network in Shaanxi province. This project is the part of 12 national trunk roads and 8 provincial roads in Western China planned by the Ministry of Communication. The technical conditions of existing road sections cannot play the role as the traffic corridors. So, this project is forthe urgent need to enhance and promote the road network in Shaanxi province and China as well. 3. The urgent need to promote local social and economical development. Shaanxi province locates in the underdeveloped area and An'kang is neither a developed area in south part of Shaanxi. The roads in An'kang presently are low in grade and poor in quality; the communication condition is out of time, which has not only hindered its economical contacts with other areas, but limited the resources exploration and the provincial economy development. So, this project is of much significance to link two economical districts in the south and central parts, to promote local and provincial economy development, and to improve the undeveloped areas in A n'kang. 2-1 2.
