Shaanxi Ankang Road Development Project EIA and EP Execution Frame of The Local Road Improvement Program ..; s ChangAn University Feb. 2006 XisanS China SCANNED Preface Shaanix Ankang Road Development Project means the World Bank loaned Ankang -Maoba expressway(AME hereinafter) and the local road improvement program. This project covers thoroughly 3 poor areas in Ankang, namely, Ziyang County, Langao County and Hanbin District. 108 local roads are supposed to be improved. Among them, 61 roads are located in Ziyang County, 717.39km long, including 74.5km in province level, 172.684km in county level, 113.110km in town level and 357.100km village road. The overall investment estimate amounts to 109.0416 million yuan; 18 roads in Langao County, 279km long, including 176km county road, 12km town road and 91km village road; 29 roads in Hanbin District, 507km in length, including 115km county roads, 88km town road and 304km village road, totally 121.4995 million yuan investment. The overall investment for the whole project will be 444.8266 million yuan, totally loaned out ofthe World Bank. Under the request of the project execution and WB loan items, Ankang Traffic Bureau has completed in June 2005 the first draft of the whole project feasibility report. In Nov. 2005, the local road feasibility report is renewed and improved. In accordance with the Regulations for Construction Project Environmental Management and Environmental Protection Law of PRC, Shaanxi Communication Dept. consigned ChangAn University for EIA work. ChangAn University constitutes the project El team and performed the field survey in July 2005. Then, expert consultation and public participation are well done. To reach the EP target in EIA and control or mitigate the negative impact from the construction, ChangAn University in Sep. 2005 drawn up the initial Shaanxi Ankang Road Development Project EIA and EP Execution Program. In Sep.2005, it was amended and completed after the WB expert checkup and suggestions. The further request and suggestions from WB experts in Jan. 2006 brought in the completion of Shaanxi Ankang LRIP EIA and EP Execution Program. According to the construction program, 28 local roads in 2006 will be rebuilt, 34 roads in 2008, 26 roads in 2009, and 12 roads in 2010. The Shaanxi Ankang Road Development Project Memo subscribed by the WB team requires the primary year 28 local road EP action, including 9 local roads in Ziyang County, 8 local roads in Langao county and 20 local roads in Hanbin district. On the basis of the given principles, the execution schedule decides the EP execution plan.
