Project Objectives The objectives of the project are to assist the Borrower in supporting the project cities in enhancing the: (a) performance and quality of the existing urban transport infrastructure in terms of mobility, access and safety; (b) efficiency and effectiveness of the urban public transport and road maintenance services; and (c) responsiveness of the urban transport systems to the needs of the segment of the population without access to private motorized vehicles. 3. Project Description The project covers the center cities of Panjin, Jinzhou, Fushun, Benxi, and Liaoyang municipalities, and the county town of Dengta in Liaoyang municipality.
