The project consists of rehabilitation of a 50-mile road between Blitta and Sokode; the improvement of a 47-mile road between Sokode and Kambole via Tchamba; the eonstfUCtion of a 32~1• two lane, laterite road between Agou in the country's Pl•teau region and Nuatja, an agricultural marketing center in the South Central Togo; and the reconstruction of se·ven bridges on the Tchamba-Kambol~ stretch. It also includes an extension of. an ongoing maintenance program, a survey o, about 1,250 mil•s of unpaved roaJs, ~ the feasibility and detailed engine,rin1 studies for the reconstruction of a 26-mile road between Tabligbo and Anecho~ and technical assistance to the Road Transport Service (STR) necessary to carry out the project. The project h•s evolved from ,t~~es financed by IDA under a $2. 7 million road md:ntenaoce. c"dit ..~.roved in 1968. Togo's transport syatem i1 b.,ically geared to meet the country's domestic transport needs. Lome, th• u•tion's capital and economic center, has both a modem deep water port aud • intemational air terminal. It is linked to the rest of the country by a road network and a railway seiving the southern coastal area and running far inland. Road tranaport, the predomin"1t aode in Togo, accounts for an estimated 90% of freight traffic, The nation's highway system conaiets of approximately 4,370 miles of roads aod track.a and is densest in the 1outh. Regional districts • denominated "Circumscripti~ns" are responsible for the country's 3,100 miles of secondary ·roads, most of which are poor quality earth roads and tracks. Togo's ag:d.cultural feeder roads are under the auepices of the Ministry of Rural Economy's Regional Development Agencies (SORAI>s). The 425""11111• road running the length of the country from ~om• to the border with Upper Volta forms the backbone of . Togo's . national highway network and is complemented by East- West ancillary roads. Highway planning iu Togo is carried out by the Ministry of Planning assisted by the MTPW. The country's highway strategy is directed towards completing the paving of the main North-South axis, reconstructing deteriorated East-West roads, extending access to rural areas, and improving maintenance. The present project is tailored to fit into this policy framework. It will • be carried out by the Department of Public Works with the assistance of consultants financed under the proceeds of the credit. The IDA credit of $8.7 million ia being made to the Republic of Togo for ate~ of 50 years, including 10 yea~s of grace.
