This summary EIA provides a general summary of the results from the formal EIA report for the project including legal and policy framework and applicable environmental standard, major potential adverse impacts in project area ( including physical, ecological, and socio-economic impacts etc.,), analysis of alternatives, mitigation measure, public consultation( environmental management plan see another report)etc., This summary EIA could serve as a concise environmental report for the project to environmental administrators, decision makers, project affected groups, non-governmental organizations, the general public and other stakeholders, and of course, to the Executive Directors of WB Board. 1.1 Project Background With the purpose of pushing forward the overall, sustainable, and great-leap-forward socio-economic development in Guiyang City, a "Strategic decision on construction of Big Guiyang" has been approved by Guiyang Municipal Committee of Chinese Communist Party (CCP) and Guiyang Municipal Government resulting in creating a great blue-print for the future development of Guiyang City. Urban construction project for the area from Youzhajie Street to Xiaobi area is one of the key projects to support the decision, which could connect the three areas including Xiaobi Town, Longdongbao, and Ergezhai, providing a wide space for the move of Administration center of Nanming District to Longdongbao. In addition, with the rapid socio-economic development, great demand for passenger and cargo transportation has been witnessed. And the contradiction between transportation supply and demand has emerged. To build the You-Xiao road, re-locating the south-eastern outlet of Guiyang to Youzhajie Street, will not only alleviate the pressure of transportation in Guiyang City in a large scale but also establish the high speed transportation channel in urban area of Guiyang City. This project is listed as a sub-project in WB financed project- "Construction and reconstruction project for road network in urban and township area of Guiyang City". According to the relevant environmental protection laws and regulations, EIA is obliged forany of the construction projects. Entrusted by Leading group office for coordinating the projects financed by WB, Guizhou Institute of Environmental Sciences and Designing (GIESD) undertook the EIA task. The EIA report has been done based on the in-depth site survey, investigation on the environmental sensitive areas, collection of data, visiting of relevant sectors, 5 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project and strict study on the engineering and it's parameters as well as the terms of reference(TOR) carried out by relevant technicians and engineers from the institute. In August 2006, the first edition of EIA draft was presented to experts of WB for pre-evaluation. Correspondent corrections have done based on the response of pre-evaluation. The new edition of EIA draft along with Environmental Management Plan (EMP) and summary EIA will be presented to WB for evaluation in December 2007. This project is defined as Class A for the environmental classification seeing the fact that a tunnel traversing mountains in Guiyang Forest Park (GFP) is to be involved in the project. In addition, environmental noise, exhausted gas emission, wastewater discharging, ecological and visual impacts, and the resettlement of urban and rural residents and organizations will be brought about by the project. 1.2 Basis of EIA Relevant laws, regulations, and administrative requirements for environmental assessment of construction projects in China as well as the safeguard policies of WB were followed during the preparation and evaluation of EIA. Major laws and regulations applied in the EIA are the following: 1. "Environmental Protection Law of P.R. China" (1989.12); 2. "Air Pollution Control Law of P.R. China" (1995.12); 3. "Water Pollution Control Law of P.R. China" (1996.5): 4. "Environmental Noise Pollution Control Law of P.R. China" (1996.10); 5. "Culture property protection Law of P.R. China" (2002.10.28); 6. "Environmental protection regulations of Guizhou Province" ( 1992.5.13 ); 7. "Management Regulations on Construction Project " (1998.11); 8. "General EIA Technical Specification" and specific specification in the domain such as air, water, noise, and non-pollution oriented ecological impacts etc., 9.Safeguard policies of WB: Environmental assessment (OP/BP/GP4.01), Natural habitat (OP/BP4.04), Cultural heritages(OP4.1 1); At the same time, the following references were involved during the EIA process: Documents for project preparation including feasibilities studies; views and recommendation from the experts participating the TOR evaluation; General urban planning of Guiyang City (1996-2010),;and relevant road network planning at different levels. 1.3 Standards for EIA Aquatic environment 6 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project Major affected river by the project is Yulianghe River. According to "Environmental Functional Area Classification of Surface Water Area in Guiyang City", Water bodies involved in the project area belongs to water environmental functional area class II. Therefore, the "Environmental Quality Standard For Surface Water" (GB3838-2002) Class II is the proper standard for the assessment of water quality. Relevant standards see table I -1. The correspondent air quality standards is "Ambient Air Quality Standard" GB3095-1996 Class 2. After it goes out of the tunnel, it will cross the Yulianghe River and Xinzhenglu Road in Longtongbao area and connect with south-western circled line of Guiyang City. When the road reaches the Longtongbao area, a connection line between the road and the Jianlongdonglu Road will be built. Longtongbao area is cut off with downtown Guiyang by a mountain, where Forest Park and partial forest ring belt of Guiyang City is located. The road scheme sees figl Sensitive receptor's distribution and general plane of the You-Xiao Road. Road, bridge, tunnel engineering, drainage pipe line networks, and auxiliary facilities for the project will be under the relevant technical standards. The total area of Guiyang City is 2 8034 km . In the year 2003, total population of Guiyang City is 3.487 millions. Overall terrain of Guiyang City belongs to downy basin consisting of mountains and hills with elevation in the range from 506.5m to 1762.7m.. The average elevation in central Guiyang is about 1000m. Mt. Miaoling, located in the southern Guiyang City, is the watershed of Changjiang and Zhjiang river basin. Urban Guiyang that belongs to Changjiang river basin takes up 82% of total area while that belongs to Zhujiang river basin takes up 12%. Nanminghe River, flowing through the city, belongs to Changjiang river basin. Karst is very developed in Guiyang City, taking up about 73.3% of the total area. With representing characteristics of highland monsoon climate, the climate of Guiyang City belongs to subtropical humid and warm climate. Generally speaking, the annual average precipitation in Guiyang is 1200mm. Heavy rain are usually concentrated in June and July. Annual predominant wind direction is NE, while the summer predominant wind direction is SE. The proposed You-Xiao road is the connecting line between downtown Guiyang and Longdongbao area, as these two areas are cut off from each other by forest mountains (Guiyang Forest Park). Covered with nice forest, environment of these mountains are splendid. Longdongbao area, where partial of the project is located, borders on Guiyang Forest Park in the north-west, and faces the eastern outlet of Guiyang City in the north and the east, as well as neighbors Guiyang Longdongbao airport in the east. Landform of Longdongbao area is found to be higher in the northwest while lower in the southeast, with a big elevation differences. Depression is also witnessed in the partial area of Longdongbao area. 3.2 Baseline aquatic environment Surface water As the major river traversed by the project, Nanmenhe River ( also called Yulianghe River in the territory of Longdongbao area) is the largest tributary of Nanminghe River above its river estuary of main stream. Originated in the Maan Village of Xiaobi Town, Nanmenhe River flows through Lutang, Longdongbao and Wangjiazhai from the south to the north, and ultimately converged with Nanminghe River in Donfeng Town of Wudang District. A bridge is to be built by the project for crossing Yulianghe River whose water environmental functional area class belongs to class II. Wangjiadajing, the drinking water pumping point for the Waterworks of eastern suburb of Guiyang City, is situated 12km downstream of proposed bridge. There are totally 7 drinking water pumping point for Longdongbao area in Yulianghe River, among which drinking water pumping point for CCP Cadre Training School of Guiyang Municipal Committee of CCP is located right under the bridge, while the rest 3 are located in downstream of the bridge including drinking water pumping point of Bank School (2km in downstream of the bridge), Ani Village(5km in downstream of the bridge), and Wangj iadaj ing(7.6km in downstream of the bridge). Wastewater from Longdongbao area will be discharged through the wastewater tunnel to 12 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project Baiyanjiao, downstream of Nanminghe River, when it is collected by wastewater drainage pipe networks(to be finished in June, 2008) of Yulianghe River, and then will ultimately be treated in Xinzhuang Wastewater Treatment Plant after being collected by wastewater drainage pipe of Nanminghe River. In order to understand the environmental baseline of surface water, baseline monitoring on 12 water quality indicators such as flow rate, quantity of flow, water temperature, pH values, COD, permanganate index, BOD5, SS , NH3-N, petroleum oils, TP, and fecal coliform group numbers was carried out in 5 monitoring points in Yulianghe River. Monitoring location sees attached fig 2. As indicated by the table 3-1, the table of monitoring results, except the fecal coliform group numbers, all the rest water quality indicators in 5 monitoring sections can meet requirement of "Environmental Quality Standard For Surface Water" (GB3838-2002) Class II, which convinces that water environmental quality of Yulianghe is good and can basically meet the requirement of water body functional area class II. Water supply of the groundwater in the area relies on the precipitation. Due to the high ratio of clay minerals in the minerals constituent of coal measure strata, the aquosity of either slightly weathering bedrock or strongly weathering belt in these strata is bad, which perform the function of confiningbed in 13 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project regional geohydrologic environment. In order to understand the environmental baseline of groundwater, baseline monitoring on 9 water quality indicators such as water quantity, water temperature, pH values, permanganate index, SS , NH3-N, petroleum oils, total coliform group, and TP was carried out in 3 water wells in potential project-affected area. Monitoring locations see attached fig 2. As indicated by the table3-2, the table of monitoring results for groundwater, the coliform group in all the monitoring point exceeded the standard due to the impacts of domestic wastewater. Except the coliform group, all the rest groundwater quality indicators in inlet of tunnel and Wangjiadajing can meet the requirement of "Environmental Quality Standard for Groundwater" Class El. The water could be served as drinking water only through the simple disinfection. NH3-N in original pumping point of Forrest Park exceeded standard due to the anthropogenic influence. Water in the area can not meet the requirement of "Environmental Quality Standard for Groundwater" Class LI. However, at present, the pumping point is no longer in operation since the water supply for Forest Park was from municipal water supply networks. Therefore, the impact on human health is slight. The detailed monitoring locations see attached fig I and 2. Monitoring point and results are presented in table 3-3. Monitoring work was done in successive 3 days in October, 2006. The southern part of outlet of tunnel section of the road is close to the northern wing of CCP Cadre Training School of Guiyang Municipal Committee of CCP, while the road section in Longdongbao area is principally rural area, and the connecting line goes through Mapaojing villager's group of Yuguan Town, Nanming District. According to the calculation, there are totally 14 noise sensitive points along the road line, including 2 schools, I hospital, 10 centralized 15 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project residential areas, and I for the rest. Detailed noise sensitive points see table 2-3. The distance of those noise sensitive points to the road are in a range from 6m to 120m, while their relative differences in elevation with road are in a range from -24m to +lOm. To understand the baseline of local noise environment, noise environmental monitoring was carried out in 11 noise sensitive points along the road under the principal of "Catching the overall noise situation of whole line by point monitoring and integrated point and sectional monitoring". Locations for noise environmental monitoring see attached figI and 2. Monitoring results see table 3-4. Therefore, above-mentioned points were more seriously affected by traffic noise. The most serious affected points in daytime was found outside of the window in 3th floor of Employee's hospital for Guiyang Special Steel Co., Ltd, with monitored noise value of 71.3dB(A), 11.3 dB(A) higher than the standard value. As the monitoring point for traffic noise purpose, point N Il is seriously affected by traffic noise, where noise values either for daytime or for night exceeded the standards since the vehicle flow in traffic there was found to be as high as 40 thousands per day. As located in park or in rural areas, point N6-N9 are more slightly affected by traffic noise. Monitoring results show that these points can basically meet the requirement of correspondent environmental functional area. Monitoring value in NIO, where the Maanshan is located, is 2.4 dB(A) higher than the standard value for night time due to the impacts of motors of local residents during the monitoring. 3.5 Ecosystem The area You-Xiao road passing through including urban residential area, Forest Park, barren hills, and cultivated land etc., The original vegetations were already destroyed in urban residential areas where the urban ecosystem has already come into being. Vegetations in project area are principally distributed in Forest Park and the cultivated land section in Longdongbao area. For many times in history, vegetations in Guiyang Forest Park suffered from the anthropogenic damages, which leaded to the disappearance of original vegetations of Forest Park. Meanwhile, major vegetations there consist of forest planted in 50's and 60's, and the second and third generations of the secondary forest. The representative vegetations are the following: Pinus massoniana Forest, Cunninghamia lanceolata Forest, Camellia oleifera Forest, Robinia pseudoacacia L. Forest, Thicket, and the farmland vegetations including paddy, corn, rapeseed plant, and vegetables etc., As shown in the results of remote sensing investigation, Major vegetation types in project area consist of the following: broad leave vegetation, shrub vegetations, needle leave vegetations, grassland vegetations, paddy field vegetations, and dry 17 World Bank Financed Guiyang Traffic Project EIA Sub-project 1: Youxiao Road Project land vegetations. Details see fig 3-1, distribution of vegetation in project area based on remote sensing data. Nanming District, where the project site is located, has a total land for forest purpose of 3092.9lhm2, with a forest coverage rate of 32.36%. There are totally 100 families, 240groups, and 600 species of vegetations in project area, which all belong to transplanted vegetation. Precious wild vegetations that under the verge of extinction haven't yet been found in project area. Vertebrates in the project area include the following: fishes covering 10 families, 50 species; amphibian covering 6 families, 17 species; reptiles covering 7 families, 18 species; birds covering 35 families, 114 species; beasts covering 20 families, 48 species. Due to the urbanization of major part of the areas along the road and the intensive anthropogenic activities, large scaled wild animals were disappeared. Major animals there include macaque (artificial feeding), squirrel, rabbits, and serpentry. Precious wild animals that under the verge of extinction haven't yet been found in project area. Hydropower erosion is the major form of the soil erosion in project area, while gravitational erosion takes the second position. In addition, rill erosion and corrosion were also found in partial project areas. According to the remote sensing investigation, total soil erosion area in project areas is 1.66km2, taking up 36.89% of total areas. Details see fig 3-2, soil erosion in project area based on remote sensing data. Within the total areas of 4.50km2 of project area, land utilization structure are presented as follow:l) Cultivated land is 101.42hm2 as the total , taking up 22.52% of the total area, among which paddy field is 29.19 hm2, taking up 28.78% of total cultivated land; dry land is 72.23hm2, 2 taking up 71.22% of total cultivated land.2) Wood land is 176hm ,taking up 39.09% of total area, 2 2 among which, forest land is 21.54 hm ; shrub land is 54.48 hm ; open forest land is 24.50 bin2; grassland is 15.51hm2. 3)Land for residential purpose is 154.94 hm2,taking up 34.40% of total 2 areas.4) Waters is 2.46 hm , taking up 0.55% of total areas. Details see fig3-3, land utilization structure in project area based on remote sensing data. As a conclusion, ecosystem quality along the proposed You-Xiao road is medium. General description of Guiyang Forest Park Guiyang Forest Park is located in the southern suburb of Guiyang City, 2.5km away from downtown Guiyang, with a total area of 733hm2,among which, forest area is 620hm2 , accounting for 85% of total area. Forest park is well known for its natural mountain forest landscape and the perfect integration of natural landscape and human landscape. Precious tree species such as Chinese dove tree, camphor, and shaddock etc., that is under the national protection (class one) were transplanted in the park. Animals such as thrust, owl, squirrel, macaque (artificial 18 World Bank Financed Guiyang Traffic Project EIA Sub-project I: Youxiao Road Project feeding)etc., was also found in the park. Proposed You-Xiao Road is to traverse the park from the northwestern wing of the park, via the planed Fengshan, Tuyun, Songfenggu, and Yingminggu scenic spots and go out of the park at Xiaoyakou mouantian forest scenic spot, in a way of underground tunnel. According to the analysis on the hydrogeological conditions of Forest Park in EIA, tunnel engineering will not bring about the adverse impacts on the water supply for the growth of vegetations in Forest Park.
