Grant Development Objective(s) and Expected Key Performance Indicators Grant Development Objectives: Strengthen the capacity of local community based organizations (CBOs) to: 1. monitor service delivery through citizen score cards and expenditure tracking 2. become more effective advocates for better services throughout each locality on the basis of quantitative evidence 3. participate increasingly in local planning and budgeting for targeting resources and services to currently underserved lower-income areas 4. engage in dialogue with local authorities to improve life of quality in underserved lower-income neighborhoods. Expected Key Performance Indicators (Maximum of five): Local CBOs engage in dialogue with local authorities; they are equipped with analytical tools to monitor and oversee local authorities and to put pressure on them for pro-poor service improvement. Level of participation of local CBOs and of universities in local decision-making processes has increased, especially in planning and budgeting. Variety and quality of local public services increase - with particular focus on education, water and sanitation in the selected provinces. Poverty reduction has become local authorities’ priority in service delivery Local authorities have become more accountable to citizens III.
