References in publications to Reports should be cleared with the author to protect the tencative character of these papers.  Some Comron 'FTenq In this presentation the phrase 'the public utilities' is taken to refer to those services only, which in the Bank's organizati^n are the province of the Public Utilities Projects Department: electric nower, telecormnunications, water supply and sewerage. Occasionally also the gas service will be mentioned as it, for certain purposes, can be a close substitute for olectricity. The deftiitions of the geographical terms 'Bombay City', 'Greater `iombay' and 'Bonbav Metropolitan Region' are given in the main repcrt (para. 4). The Indian financial year runs from April 1 through March 31. In this text an expression of the type '1969/70' thus refers to the financial year bcg:innins April 1, 1969 and ending March 31, 1970, etc. The monetary equivalents to the rupee are also given on the frontslheet of the main report.
