Introduction 1.1 Project summarization 1.1.1 Brief introduction of the project 1) General As a sub-item of urban wastewater project of Guangzhou City, Reconstruction of Four Sewage Network Systems plans to reconstruct and construct the pipe networks in Datansha, Liede, Xilang and Lijiao wastewater treatment systems which are 4 major wastewater treatment systems in Guangzhou and increase the sewage treatment ratio of Guangzhou to over 70%. The four major wastewater treatment plants are separately located in Liwan District, Tianhe District, Fangcun District and Haizhu District with total service scope of seven administrative regions in Guangzhou City except Huangpu District. This reconstruction project will reconstruct the pipe networks with total length of 205,547m in Liwan District, Baiyun District, Tianhe District, Fangcun District and Haizhu District. (Fig. to be inserted.) 2) Sub-items of the Project (1) Reconstruction of Datansha Wastewater Treatment System Collection scope of its wastewater treatment system includes Simachong Stream Basin, Liwanchong Stream Basin and Shijinghe River Basin with total coverage of 10463km2. The pipe network systems to be reconstructed after 2003 are mainly partial trunk sewers and secondary trunk sewers to the south of Huangshi Road and sewage interceptors for Shijinghe River Basin to the north of Huangshi Road. Total length of the pipe network to be reconstructed is 87,970m. (2) Reconstruction of Liede Wastewater Treatment System Collection scope of its wastewater treatment system includes partial area of Liwan District, Yuexiu District, Dongshan District and most area of Tianhe District with total coverage of 55km2. The pipe, network systems to be reconstructed after 2003 are mainly the pipe networks and partial branch pipes at two sides of upper reaches of the stream. Total length of the pipe network to be reconstructed is 5,138m. I Resettlement Implementation Plan for Four Major Pipe Networks (3) Reconstruction of Xilang Wastewater Treatment System Collection scope of its wastewater treatment system is the whole Fangcun District with total coverage of 40.18km2. The pipe network systems to be reconstructed after 2003 are mainly sewage interceptors for 7 watercourses of Chayaochong Stream, Dongdunchong Stream, Donglangchong Stream, West Section of Shachong Stream, Wuyanqiaochong Stream, Kuipengchong Stream and Huadichong Stream. Total length of the pipe network to be reconstructed is 24,288m. (4) Reconstruction of Lijiao Wastewater Treatment System Collection scope of its wastewater treatment system includes the Whole Haizhu District and the whole Changzhou Island with total coverage of 106km2. The pipe network systems to be reconstructed after 2003 are mainly partial trunk pipes and pipes of districts. Reconstruction of Lijiao Wastewater Haizhu District Treatment System 2) General situations of the administrative regions affected by each sub-item of the Project: As some sub-items will affect the same administrative region, general situation of each administrative region will be introduced: (1) Liwan District: It is one of the old districts in Guangzhou City and a traditional business and tourist district. It is located in the west of the downtown area and borders Yuexiu District in the east along the Renmin Road, with Pearl River and Baietan Pool in the south while the Haizhu District and Fangcun District are on the opposite bank of the river, near Nanhai City in the south where there runs the Zengshehe River, and it borders Resettlement Implementation Plan for Four Major Pipe Networks Baiyun District in the north and northwest along the Zhanxi Road etc. The district has a total area of 12 km2 and population 520,000. (2) Baiyun District: It is located in the west and northeast of Guangzhou City, bordering with Zengcheng City in the east Nanhai City in the west, Huadu City and Conghua City in the north, and Liwan District, Yuexiu District, Tianhe District and Huangpu District in the south. The district has a total area of 1042.7 km2, including farmland 340,000 mu. It has 858,400 population by end of year 2000, including farmers 466,000. The district has rich agricultural resources and the natural scenery therein is very beautiful. There are many sightseeing places, such as the Baiyun Mountain Resort, East Pleasure Land, and "Site of the "Quell the British" Corps etc. The waterway, road and air transportation in the district is very convenient. (3) Tianhe District: It is located in the east of the old city, starting from Dengfeng and Guangzhou Avenue in the west and bordering with the Yuexiu District and Dongshan District; near Jishan in the east and bordering with Huangpu District; near Pearl River in the south, with Haizhu District in the opposite of the river; near Shaojiwo in the north and bordering with Baiyun District. The district has a total area 144.77km2 and total population 547,000. In this district, there are lots of universities and research institutes, including 25 universities and colleges, 40 scientific research institute of the central government, province and the city respectively, and 3 state-level key research laboratories and 1 state-level high and new technology industrial development zone-the Tianhe Technology Park. It is the future center of the modernized metropolis of Guangzhou. (4) Fangcun District: The Fangcun District is located in the southwest of Guangzhou City, near Pear River (South Navigation Waterway) in the north and east with Shijing Town of Baiyun District, Liwan District and Haizhu District on the opposite bank of the river; near Pearl River (Fushan Waterway) and bordering Dashi Town of Panyu District and Pingzhou Town of Nanhai City; near Yanbu Town and Huangqi Town A Resettlement Implementation Plan for Four Major Pipe Networks of Nanhai City in the west. The district has a total area of 46 km2, with total permanent residents 181731 by end of year 2001. The district has a very advantageous geographic location, with the waterway and road transportation leads everywhere; the road is connected to every city and county of the province, which makes this district gate of Guangzhou to go to cities and counties in the southwest; there are piers over 30, including 2 export piers. The district has also 2000 years of history of flowers and miniascapes, which entitles it the reputation as "Millennium Flower Town". (5) Haizhu District The Haizhu District is the fast-developing center downtown of the Guangzhou City. It is located in the south of the city, being surrounded by the navigation channels of Pearl River. It is near Liwan, Yuexiu, Dongshan and Tianhe District in the north, Huangpu District in the east, Fangcun District in the west and Panyu City in the south, with only the river separating them apart. The overall area of the district includes Haizhu Island, Guanzhou Island and Yajisha Island. It has a total area 90.45 km2, including urban area about 30 km2, rural area about 60 km2. The total population is 804,600. The waterway and road transportation in this area are very convenient. The waterway is connected directly with the inland ports and coastal ports over the Pearl River Delta Zone. There are 4 river bridges that are connected to other districts of the city as well as the outside world. Meanwhile, the Around-City Highway and the Metro cross this district too. The culture and scientific technology in this district is considerable developed. There are lots of universities and scientific research institute, including 17 universities and colleges, 29 scientific research institute that belong to the central government, the province and the city respectively; meanwhile, it is also a district where main industrial bases of the Guangzhou City are located, and there are over 500 big and midium enterprises belonging to the central government, the province and the city as well, such as the Guangzhou Heavy Machine Factory and Guanzhou Paper Mill etc. Iz~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Resettlement Implementation Plan for Four Major Pipe Networks 1.1.2.2 Situation of environmental pollution in the Project-related Area 1) Pollution state in the Project-related Area Environmental quality of Guangzhou City has been seriously impacted because the environmental capacity of the city is reduced along with economic development, population expansion and especially lags of environmental protection measures and facilities. Although the municipal government has strengthened treatment and control of industrial pollution in recent years, treatment ratio of domestic sewage is still low. A large amount of sewage flows into Pearl River directly or through watercourses, so the watercourses in the city are seriously polluted and the river section of Pearl River in Guangzhou is then also seriously polluted. Water quality of the section of the navigation channel in Guangzhou is class IV which is far from the standard for qualified environment. Water quality of the watercourses is generally poor. Water quality pollution indices of Donghao Stream, Xihao Stream and Fangzhi Stream in coverage of the 4 major wastewater treatment plants in 2000 are relatively high (please see the following table for detailed indices), so the four watercourses belong to serious pollution degree and other watercourses belong to high-grade pollution. Discharge of industrial sewage in Guangzhou City reached 225,320,000t and that of domestic sewage reached 456,250,000t in 2000. (2) Waste and sewage discharge system of Guangzhou is incomplete and sewage collection capacity is weak, so use percentage of wastewater treatment plants is only 87 %. 1.2 Analyses of the economiic environment of the project resettlement 1.2.1 Objective of the analysis of the economic environment of the resettlement From analysis in Paragraph 2.4 of the Involuntary Resettlement Planning for Guangzhou Urban Environment Project-- Resettlement Policy, the social. environment in Guangzhou City is very much compatible to the project affected people and is easy to accept those people; the economy in Guangzhou is developing very fast while the space for further development remains considerably -7 Resettlement Implementation Plan for Four Major Pipe Networks prospective, which means more jobs will be available and the capacity for taking the project affected people is very strong; in addition, the social security and job security system in Guangzhou are considerably mature while the infrastructure is well developed too, which provides to the project affected people good space for living and development. Nevertheless, in order to be in a better position to protect interest of the project affected people and keep integrity of the original living area and social relations of those project affected people wherever possible, this Chapter will analyze the economic environment of areas where the sub-items of the project are, and based upon the analysis, the employment environment of project affected people and management environment of the enterprises will be analyzed. Thus the capacity of the project affected people to rehabilitate the living and sustenance under the specific economic environment of areas where the sub-items of the project are will be analyzed while the focus of the resettlement work for this project will be lodged forward. In this way, the resettlement plan and relevant measures made in "Resettlement Implementation Plan" for the project will be more feasible and the resettlement object will be realized more satisfactorily. The project will focus upon recovery of living and sustenance of those project affected people who are less qualified and who have less income. Because those project affected people who are considerably qualified and who have higher income have broad space to find jobs and their living adaptability is very strong, their living and sustenance will basically not be affected by the project affected people; on the contrary, the situation is just the opposite for those who are less qualified and who have lower income and poor skills (including those projected affected farners). The project will focus also upon rehabilitation of capacity for those small businesses and shops. As the project is for construction of pipe network, the work takes a linear (belt) character and will not cause overall resettlement of those big companies and government and social institutions but possibly to those small businesses and shops only who are involved with the project. In addition, those small businesses and shops are more easily to be affected by the management environment. 1.2.2 Socioeconomnic characteristics of the Project area On account of the areas of some sub-items are subject to the same administrative region, in order to avoid repetition, here the economic characteristics are introduced on the basis of administrative region: 1.2.2.1 Analyses on economic environment of Baiyun District 0 Resettlement Implementation Plan for Four Major Pipe Networks 1) Economic characteristics of Baiyun District: (1) Large business scale of agricultural enterprises * This district attaches its importance to the development of five rising agricultural industries such as horticulture. There are over 140 agricultural enterprises whose products account for above 90% of the total agricultural commodities of this district. * Its total output of agriculture in 2002 is RMB 24.828 billion Yuan, of which the production output of township and village enterprises is RMB 23.398 billion Yuan, accounting for 94.24% of the total agricultural output. (2) Rapid progress of light industries In 2002 this district established eight industry parks that have attracted total 158 enterprises engaged in product production of dozens of industries such as electronic information and folk food. Just in the first half of the year of 2003 these eight industry parks achieved an accumulative industrial output of RMvIB 4.571 billion Yuan, accounting for 23.1% of the total of the whole district in the corresponding period. Its rapid progress becomes a major economic growth point of this district. (3) Developed leisure tourism Relying on its geographic advantages such as wide territory and diversified landforms, this district gives a full play to the development of agricultural and ecological tourism industries. It has developed about 20 tourist spots including Baiyun Mountain, a famous mountain in Guangdong. It has abundant tourist products. In 2002 its total income of tourism industry is RMB 1.68 billion Yuan, accounting for 10.37% of the service sector's GDP of this district. 2) Employment environment of the PAPs with low income in Baiyun District The characteristics of regional economic development decide the development direction and potential of trades in this district, and such direction and potential decide the development direction of various posts of every trade and the number of employment opportunities. (3) Service sectors including wholesale business, retail business, restaurant and beverage industry, hotel business and tourism industry have not superior demand for labor force to that in other districts, while there are many posts for young female labour force and most of them have no special requirements. (2) Its industries are developed in a whole and following industries superior to other districts: food processing industry, food manufacturing industry, flavoring manufacturing industry, drinking manufacturing industry, dress textile industry and other fibres manufacturing industry. The eight industry parks offer a good environment for the development of small factories in such trades. Small businesses and shops in other trades that have no special superiorities deserve more attention during the resettlement. (3) The wholesale business in Baiyun District is at a common level in whole. The trades with more small businesses and shops include: wholesale business of food, drinking, tobacco and home appliances, and wholesale business of energy source, material, and mechanical electronic equipment. The shop numbers of these two trades rank sixth and fourth respectively among 12 districts. So attention should be paid to the retail shops of the two trades and more importance should be attached to the retail shops of other trades than these two. (4) The retail business in Baiyun District is at a lower level in whole. Compared with other districts, it has no such trade among the top. Now this district has Julong Industrial District, Shajiao Industrial District and Chatou Industrial District developed and put into service, while its total number of enterprises is not enough compared with other districts (ranking tenth), and its number of enterprises engaged in segment trades of such industries is less than other districts. Thus the local industrial investment environment is not good. So the project shall attach importance to the resettlement of various manufacturing small factories and small processing factories. (2) The wholesale business in Liwan District is developed in whole. Compared with other districts the following four trades rank the top: wholesale business of aquatic products, wholesale business of salt and condiment, wholesale business of textile and wholesale business of shoe/hat. Therefore, there is a large development space and demand for wholesale shops of such four trades in Liwan District, and wholesale shops of other trades than these four also need attention. (3) The retail business in Liwan District is developed in whole. Compared with other districts, its retail business of food, drinking and tobacco, retail business of articles of everyday use, retail business of textile clothing/shoe/hat, retail business of metals, AC and chemicals and jewelry rank the top. The Project should pay attention to the resettlement of retail-sale shops of other trades than these five. (4) There are many commercial streets in Liwan District. It is located in old city zone with a great population density, so its restaurant and beverage industry and neighborhood services industry are developed, which results in a big living space for small restaurants and neighborhood service shops in Liwan District. In addition, as Liwan District is an old city zone with a high proportion of the old, the population of above 60-year-old people accounts for 20% of the total of this district, 8% higher than the average level of the whole city. There are 58 colleges and scientific research institutions subject to the central, provincial or municipal governments in this district. According to the fifth census data in 2000, the population with junior college education or above accounts for 22.84% of the total of the district, ranking first among districts of Guangzhou city. All these factors make the economic development of Tianhe District show following characteristics: (1) Scientific and technological industry-oriented economic development Tianhe District emphasized the development of scientific and technological industry. In addition to colleges, universities and research institutions, there are two national high and new technology development zones in Tianhe District Tianhe Technology Park and Guangzhou Scientific City. These institutions and development zones combine research, development with production to push the transfer and development of commoditization and industrialization of scientific research results in this district.
