However, to help the countries in their tasks, a number of institutional bodies or framework havr: 6sgn or will be set up: - in OCP: a Devolution Unit; - in the WHO Regional Office for Africa: WHO-AFRO devolution support teams ; - in the countries: national devolution committees All these bodies get technical support from WHO/Headquarters, if the need arises. I. OCP DEVOLUTION UNIT l.l . Creation The OCP Devolution Unit was created in I99l on the recommendation of a team entrusted with the external review of the Programme in 1990. The recommendation was approved by the Joint Programme Committee at its December I990 session in Conakry. 1.2. Structure end functioning The members of the Unit were selected from among the OCP staff with a view to putting the abilities of the Programme staff to an optimal use. They, therefore, carry out other activities in addition to those specific to devolution. The unit functions under the direct supervision of a unit chief and under the general responsibility of the Programme Director who, much more than for the other OCP units, has been devoting himself personally to all the daily devolution-related activities. The unit, which, at the time of its creation, comprised five staff members based in the Programme headquarters in Ouagadotigou, was restructured in June 1992. This restructuring was aimed at making the unit get closer to the countries, and therefore more operational, by using, to the extent possible, the skills and experience of OCP field staff. Accordingly, the Programme has been divided into three operational zones called 'devolution activities animation zonesn (see map): JPCI4.7(ocP/EACl4.7) page 2 - nwestern animation zone", which has its headquarters in Bamako and which comprises the five western extension countries : Mali, Senegal, Guinea, Guinea-Bissau and Sierra Leone; - .central animation zone" covering Burkina Faso, C6te d'Ivoire' Niger and Ghana and having its headquarters in Ouagadougou; - "eastern auimation zone" which comprises Togo and Benin and which has is headquarters in Parakou. Each animation zone is headed by a zonal animator (see organization chart). The direct represeDtative of the zonal animator in each Of the countries in the zone concerned may be: - the entomological sector chief who maintains very close relations with the national coordinator and national teams in the country; - or the national coordinator directly (case of the western extension countries, or countries in the origiriat area where ocP no longer has an entomoloSical sector)' The unit also has two secretaries based in Ouagadougou' The restructured unit comprises l5 permanent staff members chosen from the personnel already existing in the programme and distrlbuted between the central level in Ouagadougou and the three animation zones. Furthermore, if necesSary, the unit can use the services of sociologists who would be recruited as consultants in each Participating Country to conduct operational studies on specific subjects, such as human migratory movements or community participation in ivermectin treatment. In addition to the above-mentioned personnel who directly form part of the unit' if the need arises, tfre tatter takes aduantage of the expertise of all the other OCP units and uses' notably' the entomological zone, sector and subsecto, ihi.ft to carry out sucessfully its information and awareness-raising prog..trn. aimed at the local authorities and populations' 1.3. The WHO Regional Office for Africa has an important role to play in the implementation of the devolution process since the process is directly iint eo to the general development of the health systems. The Regional Director therefore creited the post of an intercountry devolution coordinator in l99l ,utro-se activities are financed by WHO-AFRO in order to translate into action his determination to work towards a, real implemintation of the countries' devolution plans. In March 1993, the Regi;;;i dir..loi dEcided to give inore support to the devolution process in the countries through optimat use of WHO countr! t."*, already working under the-supervision of wio R.pr.r.nf.tives in the countries concerned. Carefully selected members of these country teams will, together with the Intercountiy CoorOinator, foim the new WHO-AFRO devolution support teams. TI{E COUNTRIES The countries are the main actors in the implementation of the devolution process.(see summary table) The driving force behind the implementation of a country's devolution plan is the nationaldevolution committee. This committel should be operational. It is therefore much smallercompared to the National onchocerciasis Committei lNoc) while ueing muitisectorat in itscomposition. It must h4ve a dynamic medical officer/public health speciatis-t or epidemiologist asits national coordinator who shoutd have a deep sense'of work organization, be capable of takinginitiatives and possess an in-depth knowledge of problems relatedlo onchocerciasii ana the majorendemic diseases in his country.
