职员配备情况 1. 本报告概述截至 2009 年 9 月 30 日世卫组织职员配备情况。鉴于已有数 10 年人力 资源年度报告,本报告就人力资源演变的一些方面进行了分析。文中数据包括下列详 情:任用职类;按性别分列的职员分布;地域代表性;职员的年龄,级别,服务期限 和更替;以及专业及以上职类职员在各主要职业类别的分布1。 2. 将向第六十三届世界卫生大会提交最后报告,其中将包含截至 2009 年 12 月 31 日 职员配备情况的完整数据。 任用职类 3. 在过去 10 年期间,世卫组织两次修改了合同类型和任用职类。在人力资源管理改 革专题小组开展工作之后,于 2002 年实行服务任用合同制,代替了终生任用。同时, 将短期工作人员的累积最长任用期限定为在 48 个月期间不得超过 44 个月。 4. 经审查后2,自 2007 年 7 月 1 日起,采用连续、定期和临时三种任用职类。
5. 截至 2009 年 9 月 30 日,世卫组织定期任用或连续任用(以下均称为“ 长期任 用”)职员总数为 6964 名3。其中,2294 名(32.9%)为专业及以上职类职员,862 名 由于 2008 年底从全球管理系统中获得的数据并不完全可靠(见文件 EB124/30 Add.1) ,趋势分析中所列数据 可能稍欠准确。在 2009 年上半年期间完成了数据清理和更新工作。 2 见文件 EB122/24 Add.1。 3 这一数字不包括泛美卫生组织和国际癌症研究机构的职员。 1

( 12.4% )为国家专业类官员, 3808 名( 54.7% )为一般事务类职员(见表 1 ) 。与 1 2008 年年度报告所列人数相比 ,长期任用的职员数目增加了 1143 名(21.2%) 。其中 新增的大约 900 名长期任用职员位于非洲区域,这是决定将临时任用改为定期任用的 结果。在 1999 年 12 月至 2009 年 9 月期间,全组织长期任用的职员总数增加了 56.3%。 6. 截至 2009 年 9 月,共有 2234 名临时任用的职员(见表 1) ,这低于截至 2008 年 12 月 31 日临时任用的 2378 名职员数目,占职员总数的比例为 24.3%,低于 1999 年的 36.6%。 7. 表 2 显示按职员的组织地点、级别和性别分列的截至 2009 年 9 月 30 日长期任用 职员的分布情况。与 2008 年 12 月 31 日的数据相比,在高级别的长期职员中,不叙级 职员数目保持不变,而 D.2 级职员数目减少了 10%,从 55 名降至 49 名。P.6/D.1 和 P.5 级职员总数增加了(在 1999 年 12 月至 2008 年 12 月期间从 628 名增至 977 名) ,但占 职员总数的百分比则有所下降(从 1999 年的 49.8%降至 2008 年的 42.6%) 。在此期 间,P.4 级职员数目增幅最大,从 698 人增至 814 人。 8. 表 3 显示按任职地点和国籍区域分列的专业及以上职类职员的分布情况。 图 1. 1999 年和 2008 年按任职地点分列的职员分布情况 国家 办事处 21.2% 国家 办事处 36.5%

9. 1999 年,36.5%的职员在总部任职,42.3%在区域办事处任职,21.2%在国家办事 处任职。2008 年 12 月,在这些地点工作的职员比例分别为 33.2%、30.3%和 36.5%, 国家办事处的职员比例大幅增加(图 1) 。 10. 过去 5 年期间,在国家办事处工作的国家专业类官员人数大幅增加(从 245 名增 至 862 名) 。在 2000 年设置国家专业类官员职类时,这类职员数目占职员总数的比例 为 3.7%,到 2009 年,增至 12.4%。 职员的性别分布 11. 在过去 11 年期间,专业及以上职类中妇女增加了近 10%,从 1999 年 12 月到 2009 年 9 月,从 29.9%增至 38.8%。下图显示了过去 19 年期间年度增长情况。截至 2009 年 9 月 30 日,在 2294 名长期任用的专业及以上职类职员中,1405 名(61.2%)为男性, 889 名(38.8%)为女性。

12. 从招聘情况看,在 1999 年招聘的专业及以上职类长期任用的职员中,妇女占 41.3%,到 2008 年底,增至 45.4%。 13. 1999 年,P.1 级和 P.2 级中没有性别差距。2000 年,P.3 级妇女职员人数高于男职 员。此后,这三个级别中妇女职员人数持续多于男职员。 14. 在高级别中,性别差距较为明显,但差距已逐渐持续缩小。1999 年,P.4 级妇女百 分比为 31.2%,2008 年增至 41.1%;截至 2009 年 9 月 30 日,达到 42%。P.5 级妇女百 3

职员的年龄、级别、服务期限和更替 17. 截至 2009 年 9 月 30 日,50.8%的专业及以上职类职员的年龄在 50 岁以下,69.9% 的一般事务类职员和 63.3%的国家专业类官员在 50 岁以下。在专业及以上职类中,5059 岁年龄段的职员人数最多(43.5%) ,而在一般事务类,40-49 岁年龄段的职员人数最 多(34.7%) 。在国家专业类官员中,40-49 岁年龄段的职员人数最多(39.6%) (见表 6 和表 7) 。

18. 1999 年,服务不足 5 年的职员占全组织职员总数的 24.4%,而在 2008 年 12 月和 2009 年 9 月,这一比例增加了一倍多,分别增至 51.8%和 57.5%。这些数字显示,在过 去 5 年期间,招聘的定期职员人数明显增加(见表 8) 。 19. 1999 年,职员的平均服务期限为 11.5 年,其中专业及以上职类职员为 8.8 年,一般 事务类职员为 13.7 年。自 2005 年以来,专业及以上职类职员的平均服务期限为 7 年, 一般事务类职员为 8 年。 20. 表 9 提供了 2009 年(截至 9 月 30 日)期间包括新任职员在内的职员任用数据。在 任用的专业及以上职类职员中,96 名职员(41.2%)从外部招聘,122 名(52.8%)由在 职临时合同转正,14 名(6%)为机构间调动。 21. 根据目前的预测,在今后 5 年内退休的工作人员占 13.9%(占专业及以上职类职员 的 19.5%) ,在今后 10 年内退休的人员占 31.2%(占专业及以上职类职员的 41.2%) (见 表 10) 。在 1999 年,本组织因退休而将离职的工作人员比例较高:5 年内退休的工作人 员占 21%,10 年内退休的工作人员占 43.2%。 职业类别 22. 在专业及以上职类职员担任的所有职位中,将近一半为牙科、营养、医学、护理和 兽医专业人员类别。这一类别中,在 2000 年(可获得这些数据的第一年)至 2009 年 9 月 30 日期间,医学专业人员的比例一直稳定在 91%左右,护理专业人员的比例则从 2.9% 降至 1.4%。同期,公共卫生专业人员的比例从 33.8%增至 39.2%(见表 11) 。 执行委员会的行动 23. 请执委会注意本报告。
