ANNOTATED PROVISIONAL AGENDA

1.

OPENING OF THE SESSION

Representatives of all Member Countries of the Region, UN and other agencies, nongovernmental organizations in official relations with WHO and observers will attend the Regional Committee. The session is opened by the Chairman of the previous session. In his/her absence, the Vice-Chairman opens the session.

2.

SUB-COMMITTEE ON CREDENTIALS

A Sub-Committee on Credentials, consisting of representatives from selected Member Countries, will be appointed to examine the credentials presented by representatives from Member Countries. The report of the Sub-Committee will be submitted to the Regional Committee for consideration, entitling the representatives to take part in the work of the Regional Committee.

3.

ELECTION OF CHAIRMAN AND VICE-CHAIRMAN

The Committee will elect a representative from one of the Member Countries as Chairman to conduct the business of the session, and a Vice-Chairman to conduct the session in the absence of the Chairman.

4.

ADOPTION OF AGENDA AND SUPPLEMENTARY AGENDA, IF ANY

The Committee will review the provisional agenda (document SEA/RC56/1) and adopt it with modifications, if any.

THE WORK OF WHO IN THE SOUTH-EAST ASIA REGION – REPORT OF THE REGIONAL DIRECTOR FOR THE PERIOD 1 JULY 2002 – 30 JUNE 2003

The Regional Director will present his report (documents SEA/RC56/2, Inf.1 and Inf.2) on the work of WHO in the SEA Region. The report highlights WHO’s collaborative activities in the Member Countries of the Region in different areas of work. A multi-media presentation will complement the Regional Director’s remarks introducing his report. The representatives will provide observations on the report.

ADDRESS BY THE DIRECTOR-GENERAL

The Director-General, Dr LEE Jong-wook, will address the session.

7.

NOMINATION OF REGIONAL DIRECTOR

A private meeting of the Regional Committee will be held according to its rules and procedures, to nominate the Regional Director.

8.

DETAILED WORK PLANS FOR PROGRAMME BUDGET 2004-2005

Detailed work plans for Programme Budget 2004-2005 will be thoroughly reviewed at the Fortieth Meeting of CCPDM, prior to the Regional Committee session. The remarks of the Regional Director, along with the observations and recommendations of CCPDM, will be presented to the Regional Committee for its consideration and noting. The Committee will also review an Information Document prepared by WHO headquarters on the impact of resolution WHA51.31 “Regular Budget Allocations to Regions”, as input to a discussion by the Executive Board in January 2004 on the same issue.

9.

PROGRAMME EVALUATION

9.1 Joint evaluation of a specific intercountry programme – Multi-disease surveillance and response Based on the policy guidance provided by the previous sessions of the Regional Committee, a joint evaluation of the supplementary intercountry programme was undertaken. The report on the evaluation in the area of “Multi-Disease Surveillance and Response Including Health Hazards, Risk Behaviour Surveillance, through Intercountry and Interregional Collaboration, and use of Regional Mechanisms like ASEAN, SAARC, Mekong Basin Project and Intercountry Cooperation in Health Development” (document SEA/RC56/14) identifies problems and summarizes the lessons learnt in overall intercountry collaboration and makes specific recommendations. 9.2 Selection of an intercountry programme or content area for evaluation and

reporting to the fifty-seventh session of the Regional Committee

The Regional Committee will select an intercountry programme or content area for evaluation during 2004 (document SEA/RC56/13). The findings of this report will be submitted to the 57th session of the Regional Committee.

10. TECHNICAL DISCUSSIONS 10.1 Consideration of the recommendations arising out of the Technical Discussions on Social Health Insurance Technical Discussions on Social Health Insurance will be held during the Fortieth Meeting of CCPDM. The report on the conclusions and recommendations arising out of the Technical Discussions will be submitted to the Regional Committee for its consideration and guidance.

10.2 Selection of a subject for the Technical Discussions to be held prior to the fifty-seventh session of the Regional Committee Four technical subjects have been proposed (document SEA/RC56/11), from which a topic has to be selected for the Technical Discussions during next year’s meeting of th CCPDM to be held prior to the 57 session of the Regional Committee.

11. STRENGTHENING OF NURSING AND MIDWIFERY WORKFORCE MANAGEMENT The global and regional strategies for strengthening nursing and midwifery workforce management will be presented together with information on the existing situation in the Region (document SEA/RC56/6). The Regional Committee is requested to provide observations and guidance.

12. INTERNATIONAL HEALTH REGULATIONS – REVISION PROCESS The Regional Committee will review the progress with regard to the revision of the International Health Regulations (document SEA/RC56/4).

13. DECLARATION ON HEALTH DEVELOPMENT IN THE SOUTH-EAST ASIA REGION IN THE 21ST CENTURY: REVIEW OF PROGRESS The progress report (document SEA/RC56/10) is submitted to the Regional Committee for its consideration, noting and guidance. The report has also been submitted to the 21st meeting of Health Ministers for their review. Their observations and guidance will be reported to this session of the Regional Committee by the Regional Director while introducing this Agenda item.

14. TECHNICAL UPDATES 14.1 Water, sanitation and hygiene determinants of health in the SEA Region – Situation analysis and role of health ministries (document SEA/RC56/8) 14.2 Health of the newborn (document SEA/RC56/9) The Regional Committee will review the updates and provide guidance.

15. REGIONAL IMPLICATIONS OF THE DECISIONS AND RESOLUTIONS OF THE FIFTY-SIXTH WORLD HEALTH ASSEMBLY AND THE 111TH AND 112TH SESSIONS OF THE EXECUTIVE BOARD, AND REVIEW OF THE DRAFT PROVISIONAL AGENDA OF THE 113TH SESSION OF THE EXECUTIVE BOARD The working paper on the topic (document SEA/RC56/12) provides, in tabular form, information from the operative paragraphs of the decisions and resolutions as well as regional implications and actions proposed for Member Countries and WHO. The subject will be dealt with in detail by the Fortieth Meeting of CCPDM. Its comments, observations and recommendations, if any, are reviewed by the Regional Committee.

16. SPECIAL PROGRAMMES 16.1 UNDP/World Bank/WHO Special Programme for Research and Training in Tropical Diseases: Joint Coordinating Board (JCB) (document SEA/RC56/5) Currently, Bangladesh, India and Thailand are members of JCB from the Region. India and Thailand are the members nominated by the Regional Committee. All representatives attended the 26th session of JCB, held in New Delhi in 2003. A report on the deliberations of this session was presented to the Fortieth Meeting of CCPDM. The Regional Committee may consider and take note of the report of CCPDM on this subject. In addition, the Committee will nominate a member in place of Bangladesh whose term expires on 31 December 2003.

16.2 WHO Special Programme for Research, Development and Research Training in Human Reproduction: Policy and Coordination Committee (PCC) (document SEA/RC56/7) At present, Bangladesh, India and Thailand are members of PCC. Members who attended this year’s session of PCC will report on the deliberations at the Fortieth meeting of CCPDM. The Regional Committee may provide guidance and noting.

In addition, the Committee will nominate a member in place of Indonesia, whose term expires on 31 December 2003. Countries except Bangladesh, India, Nepal and Thailand are eligible for nomination.

17. TIME AND PLACE OF FORTHCOMING SESSIONS OF THE REGIONAL COMMITTEE The Committee will confirm its earlier decision to hold the 57th session of the Regional Committee in 2004 in Maldives (document SEA/RC56/3), in conjunction with the meeting of Health Ministers.

18. ADOPTION OF THE REPORT OF THE FIFTY-SIXTH SESSION OF THE REGIONAL COMMITTEE The Committee will adopt resolutions, as appropriate, and the draft report of the fifty-sixth session with amendments, if any.

19. CLOSURE OF THE SESSION The Chairman declares the session closed after remarks by representatives from Member Countries and concluding remarks by the Regional Director.
