The first session focused on the Business of the Forum, the second part provided a technical update on Patient Safety and Nurse Prescribing. The final session comprised a series of working groups reviewing the past achievements of the Forum and developing a vision for its future work. Government Chief Nurses participated in the meeting as Observers. A Statement on Patient Safety was endorsed by the Meeting. EUR/03/5043927 page 1 Opening Professor Maximo Gonzales welcomed the participants to the 7th Annual Meeting of the EFNNMA and WHO. He acknowledged the important contribution of the Forum in tackling the health challenges facing the WHO European Region. Professor Gonzales described the advances in nursing education in Spain, at university level, which have provided nursing with academic grounding and capability. He noted the importance of alliances between international nursing and midwifery organizations, including PCN, ICN and ICM and WHO. The importance of safety in the delivery of health care, both for patients and health care staff was a key theme of the meeting. The reappointment of Ainna Fawcett-Henesy to the Regional Adviser position for nursing and midwifery and the support of the WHO Regional Director, Dr Marc Danzon for nursing across Europe was welcomed. The Representative of the Health Minister, Mr José Martin Hernadaz, welcomed participants to the Forum. He emphasized, on behalf of the Health Minister, that all health professionals – such as nurses, doctors, and dentists – were working to the same goal of improving health. Health improvement is not just about hospital systems, but also involves health care in communities, education, and workplaces. The international dimension is very important for health in the exchange of ideas and expertise. WHO Regional Office for Europe (EURO) – Regional Director Dr Marc Danzon, Regional Director of WHO, Regional Office for Europe expressed his pleasure in being at the Forum. He reaffirmed his commitment to the 2000 WHO Munich Declaration and the contribution of nursing and midwifery to public health. He explained that he had given back responsibility for the nursing and midwifery programme to Ainna Fawcett-Henesy in recognition of her contribution to nursing and midwifery across the Region and in order to strengthen WHO’s capacity to support Member States in implementing the Munich Declaration. He highlighted the importance of national action to strengthen nursing and midwifery and assured participants that WHO would offer its support to such efforts. Dr Danzon set out EURO’s commitment to support Member States, particularly in public health development. Partnership, not competition, is key to the successful implementation of WHO’s strategy to improve health. WHO did not represent individual groups. Dr Danzon declared the 7th Annual Forum open. Nomination of Chairperson The Chair of the Forum, Mr Liam Doran (Ireland) was approved as Chair of the Business section of the Meeting. Adoption of Programme Ms Fawcett-Henesy set out the objectives of the meeting. The Forum members approved the adoption of the programme with an amendment of moving the election of Steering Committee members to the end of the Business Meeting. Announcement of Rapporteur EUR/03/5043927 page 2 It was agreed that Caroline Hyde-Price (United Kingdom) would act as the rapporteur for the Forum meeting. Report of Chair of Forum The Chair began by thanking the Spanish General Nursing Council for hosting the meeting. He welcomed the observers from ICN, ICM and PCN to the Forum. He made reference to the two years of turbulence, during his period as Chair, due to the changes in the WHO internal organization. He was confident however that due to the recent reassignment of Ainna Fawcett-Henesy that the Forum would once again be able to move forward with renewed energy. He emphasized the importance of the Forum’s contribution to the health agenda, which was enhanced by its close association with a prestigious organization such as WHO. The work of the Task Force Groups was acknowledged and it was noted that this work would be evaluated as part of a wider evaluation of the Forum’s work. The future membership of national midwifery associations was welcomed for 2004. Mr Doran also welcomed the Government Chief Nurses who were observers at the Forum meeting. The Forum would be discussing its future work strategy, including twinning arrangements and the work of the Task Groups. Amendments to the Operational Principles The Chair proposed the following changes to the Operational Principle 2b) Membership is to be open to both National Nursing and Midwifery Association belonging to or in progress of affiliation with ICN or ICM. 2e) European Midwives’ Liaison Committee amended to European Midwives Association. It was discussed that the ACTN and ACTM would continue to be listed. 2f) In response to the request to use euros in future in financial statements, it was noted that dollars are used by WHO accounting. Draft addendum 5(b) was tabled for discussion. The question was raised on the need for this permanent amendment when it was intended only to address an immediate problem. After discussion, it was proposed that the Steering Committee be asked to review this amendment at a future meeting. The Forum meeting adopted the amended operating principles. Financial Report Ms Kirsten Belfrage (Sweden), Treasurer presented the Forum Financial Statement for 2002. The Forum noted that the budget was in surplus. EUR/03/5043927 page 3 The proposed budgets for 2003/2004 were discussed with two options for income/expenditure based on the membership options to be agreed by the Forum. There was a request to include costs of interpretation into Russian in the Forum budget. However, it was noted that the Forum was budgeted to operate in English only. There would be a financial impact of providing Russian interpreters. Elections to the Forum Steering Committee Five nominations had been received for election to the Steering Committee by 25 January. One nomination (Liam Doran) was subsequently withdrawn. No nomination was received for the reserved place for a midwife by the closing date. Ms Marion Van Huis (Netherlands) was since nominated as the midwifery representative. Sylvia Denton President of the RCN United Kingdom, Kirsten Belfrage, The Swedish Association of Health Professionals, Velka Lukic Gavrovska President of the Macedonian Association of Nursing and Midwifery, Merete Thorsén and Marian Van Huis were all returned unopposed. The nominations were endorsed. Merete Thorsén (Denmark) and Miss Marian Van Huis (The Netherlands) were returned unopposed as Chairman and Vice Chair respectively. The Forum endorsed the nominations. The outgoing Chair thanked the Steering Committee members for their hard work and support. He congratulated the incoming Chair and elected Steering Committee members. Merete Thorsén thanked Liam Doran and accepted the Chair of the meeting. The Business Section of the Forum was concluded. Technical Discussions The WHO Global Strategy on Patient Safety – Dr Pauline Philip, WHO, Geneva Dr Philip stated that the key message of patient safety is that it should be systems based i.e. viewed within the environmental context. She set out why patient safety was important and the estimated extent of adverse extents. The origins of adverse events were identified in products, practices, procedures and systems. Nurses and midwives had a crucial role to play in surveillance to ensure patient safety and wellbeing. A resolution on patient safety was passed at the 55th World Health Assembly (2002). WHO has developed a plan to implement this resolution, including the development of an evidence base, reporting and learning system. WHO would like to encourage the sharing of information between countries. Dr Philip invited comments and further links with Forum members. The Spanish experience on patient and health worker safety – Professor Maximo Gonzalez, President Spanish General Council of Nursing Professor Gonzalez began his presentation by showing a video about the risks to health care workers. He presented research on the incidence of needle-stick inquiries and adverse incidents. It is also estimated that there is significant under reporting of incidents. EUR/03/5043927 page 4 Nurses and midwives are at greatest risk as 70% of incidents affect nurses or midwives. Legislation in the United States, European Union and Spain to reduce risks was reviewed. Spain has introduced legislation, which addresses: 1. education and training 2. safer job practices 3. using prevention technology for sharp devices. The Spanish General Nursing Council is calling for the compulsory introduction of bio-safety equipment. The cost effectiveness of accident prevention is estimated to be one third of the costs generated by accidents. Professor Gonzales welcomed the initiative by the Forum in developing a statement on safety. Respondent Frances Day-Stirk (United Kingdom) responded on behalf of the Forum to the two presentations. Challenges (and opportunities) for nurses and midwives to address patient and health worker safety were identified. It was noted that employers and employees had responsibilities to implement safety in health care settings. A concluding question posed to the Forum was: “what are the consequences of failing to address this challenge and of not complying with legislation and good practice procedures?” Comments from Forum members covered: the need for a total systems approach; anonymized reporting systems; the campaign of the Norwegian Nurses Association to inform and support its members to address adverse events; the inclusion of patient safety in the WHO (Euro) Strategic Plan, a request for case studies and good practice to contribute to WHO’s work on safety; United Kingdom initiatives to promote safety in health care settings; the ICN revised position statement on patient safety; challenges in encouraging nurses and midwives to report all incidents; the role of a safety culture in organizations; the need to address reasons for non-reporting of incidents and near events; made into an intra-professional, pan WHO (EURO) statement and the importance of universal precautions to avoid stigmatising patients and staff. Expanding the role of nurses and midwives – in Prescribing A case history from Sweden – Ms Eva Fernvall Markstedt, President, Swedish Association of Health Professionals In 1978 a trial was introduced to consider public health and occupational health nurses being given the right to prescribe a restricted number of medicines. In 1984 the final report produced had at only considered public health nurses and advised that prescribing should not be introduced. In 1985 the Swedish Government started a trial to allow public health nurses to prescribe a limited list of drugs. The right of nurses to prescribe drugs was disputed. In 1994 public health nurses with specified training were allowed to prescribe a limited list of drugs. Subsequent evaluations have identified positive outcomes. Since 2001 the right to prescribe has been extended to nurses with specified qualification and expertise. There are now 15 categories of drugs, which can be prescribed (initial list was 4 categories). It has been demonstrated that the EUR/03/5043927 page 5 increased competence of nurses who prescribe has resulted in improved care for patients, including communication and access. Midwives can prescribe contraceptives, in addition to prescriptions linked to pregnancy. Midwives prescribe approximately 85–95% of contraceptives in Sweden. SHSF has been closely involved in discussions concerning nurse prescribing. Discussions are ongoing regarding prescribing for the menopause. Politics of Nurse Prescribing, Baroness Cumberlege, House of Lords, United Kingdom Baroness Cumberlege set out the importance of using politics to achieve health policy initiatives. In 1986 she was asked to review community nursing. This six-month review produced the 1986 report “Community Nursing – A Focus For Care”. In the report, she identified the need for nurses to be able to prescribe identified drugs to improve care for patients. This proposal was opposed by doctors and pharmacists, and also by some nurses. Criteria for success included: 1. mapping the issues/key players 2. keeping message clear and consistent 3. taking the initiative 4. be politically aware, e.g. used forthcoming general election in 1992 to raise the issue 5. get the evidence and use it 6. build relationships and seize opportunities 7. be persistent. Pilot sites were set up in eight areas in Bolton, in the north east of England. Evaluation showed that nurse prescribing was: not more expensive safe patients approved of it it strengthened primary care teams. Legislation was required to enable nurses to prescribe medicines. Two reports by Dr June Crown were produced which supported prescribing by nurses. Respondent Herdis Sveinsdottir (Iceland) Mrs Sveinsdottir emphasized the importance of patients being able to receive health care at a time or place, which is convenient to them. Nurse prescribing is an example of health care being provided closest to the patient. She highlighted the importance of professional responsibility and education in supporting nurse prescribing. The Icelandic Nurses Association is preparing a campaign to demonstrate the contribution of nurses to health care. EUR/03/5043927 page 6 The following issues were raised in the ensuing discussion by Forum participants: use of pilot schemes and demonstration projects; the views of patients and health service users; cost and time savings identified in the United Kingdom; professional responsibility; cost of training nurses to be as competent as other professions; influencing and political skills; impact on nurse education; challenges when nursing practice is still controlled by doctors; issue of patient preference to be treated by either a doctor or a qualified nurse; importance in differences between health care systems, whether private/publicly funded and provided. Both presenters and respondent were thanked for their contributions. Developing a Strategy New ways of working: Developing a strategy for the Forum for the next five years Ms Maggie Wallace, nursing consultant introduced the briefing paper “A Strategy for the Forum 2003–2008”. This set out the role and function of the Forum and the progress of the Forum to date. The paper recommended that the Forum should consider its future activity and agree on a future strategy. Ms Wallace had set out four key questions to inform a planning framework for the Forum: 1. What is the unique contribution of the Forum? 2. What have you achieved so far? 3. What do you want to do in the future? 4. How are we going to achieve these goals? The Chair of the Steering Committee thanked Ms Wallace for her presentation. The Forum then divided into six working groups. Appendix 1 gives summary notes of the feedback from the working groups. Feedback from Working Groups The meeting broke into several working groups with the specific purpose of discussing each of the questions raised by Ms Wallace in her presentation. In relation to question one, on the unique contribution of the Forum, there was general consensus amongst all the groups that the Forum provided a unique opportunity for nurses and midwives to meet together and network. It was also felt that there are few opportunities for such joint meetings especially in relation to a shared approach to public health. It was well acknowledged that being associated with WHO strengthened the position of the professions within countries. The second question addressed focused on what the Forum had achieved so far. It was again stated that the Forum had provided opportunities for sharing information and experiences between associations across Europe. Forum statements had given credibility and visibility to the associations at local level. The Munich Declaration had acted as an important lever and entry gate to discussions on health. Finally the groups felt that due to the existence of the Forum and EUR/03/5043927 page 7 the role it played the Nursing and Midwifery Programme was once again reinstated in its original capacity with a full time Regional Adviser position assigned to it. In responding to the third question on what will be achieved by the Forum in the future there was general consensus on the need for the Forum to be more outcome orientated and to develop products that are useful at national level. Technical issues for example; health promotion and patient safety were highlighted as important topics to be addressed. Monitoring the implementation of the Munich Declaration was also perceived as an important role for the Forum. In addressing the final question on how the above might be achieved the following suggestions were made; creating partnerships and networking, twinning, focus groups, mediums such as newsletters and publications in the other WHO languages. It was also felt that the Forum meeting should devote more time to discussions and workshops and chose fewer themes. The choice of such themes would be the responsibility of the Steering Committee. One group pointed out the importance of working in a more integrated way with ICN and ICM, PCN and EMA. The view was also expressed of the need to use local and national media as well as members of parliament to help strengthen the position of nurses and midwives. It was also believed that it was important that the work of the Forum be evaluated on a continuing basis. Concluding Session Ms Thorsén, Chair of the Forum, thanked the rapporteurs of the workgroups. She congratulated the work groups on the range of ideas and comments provided. The proposals would be seriously considered by the Steering Committee. Ms Fawcett-Henesy, Regional Adviser for Nursing and Midwifery, also welcomed the comments. She reminded the Forum members that the Member States form the Governing Body of WHO and the need to be cognizant of that when requesting WHO to take various actions in relation to nursing and midwifery. She concluded by thanking everyone for their active participation at what she described as a very productive meeting. She offered her congratulations to the new Chairman of the Forum and added her wish for a fruitful working relationship with her and the incoming Steering Committee. Adoption of the Resolution on Patient Safety Ms Fawcett-Henesy presented the proposed amendments to the draft resolution. Following discussion by the Forum, the final statement was agreed and distributed to Forum members. Date and Venue of next Meeting Date: 11–12 March 2004, Venue: The former Yugoslav Republic of Macedonia. The President of The former Yugoslav Republic of Macedonia invited Forum members to his country in 2004. EUR/03/5043927 page 8 The Chair advised that the 9th Annual meeting in 2005 would be held in the WHO Regional Office for Europe in Copenhagen as required by the Operation Principles. She asked that consideration be given to agreeing dates of future meetings which coincide with the meetings of PCN and the European Midwives Association as a means of reducing costs. Final remarks The Chair of the Forum thanked the outgoing Steering Committee members in particular the Chair Mr Liam Doran and welcomed the incoming Steering Committee. Thanks were also offered to the staff of WHO/EURO and the Spanish General Nursing Council. Professor Maximo Gonzales, President of the Spanish General Council congratulated the Forum members and observers for their hard work over the two days. The Forum is an important supporter of the nursing and midwifery profession. It has provided an opportunity to share information and experience between nursing and midwifery professionals and between national associations and Government Chief Nurses and Midwives. He also expressed his thanks to Ainna Fawcett-Henesy. He concluded by wishing all participants a safe journey home. EUR/03/5043927 page 9 Annex 1 FEEDBACK FROM THE WORKING GROUPS Included: 1. EUR/03/5043927 page 11 Annex 2 STATEMENT ON PATIENT, NURSING, AND MIDWIFERY SAFETY The Forum of Nursing and Midwifery Associations and WHO, 1. RECOGNIZING Resolution WHA55.18 on quality of care: patient safety; 2. RECOGNIZING that patient safety involves a common understanding of terms related to adverse events, an estimation of the extent of the problem of adverse events and the promotion of a systemic approach; 3. AWARE that patient safety requires an intersectoral approach within a broader strategy, in which nurses and midwives have an important role to play; 4. AWARE that patient safety can be influenced by professional, interdisciplinary and systemic approaches; 5. CONSCIOUS that the global problem of nursing and midwifery shortage can have a serious impact on patient safety; 6. CONSCIOUS that increased workloads and changes in patterns of service delivery also impact on patient safety; 7. UNDERSTANDING that the issue of patient safety involves safe working conditions for nurses and midwives and other health workers, knowledge of risk factors, application of preventive measures and use of safety materials and equipment; 8. UNDERSTANDING that patient safety is closely related to issues such as consumer/client protection, risk reduction and safety of drugs and medical equipment; 9. RECOGNIZING that patient safety requires a culture where nurses and midwives can report problems and errors; 10. CONSCIOUS that bloodborne infections are a common and important occupational risk for nurses and midwives; 11. UNDERSTANDING that health care settings must bring together policies and procedures in order to reduce incidence risk and its consequences; 12. URGES governments to: – address the issue of patient safety in their efforts to improve their health care systems’ performance; – set up scientific-based monitoring and reporting systems to improve patients’, nurses’ and midwives’ safety and the overall quality of care; – take action to ensure appropriate staffing levels in all settings where nurses and midwives work and study; EUR/03/5043927 page 12 – take action to ensure the prevention and reduction of infections caused by sharp injuries, for example by introducing biosafety equipment; – ensure that systems are in place to ensure the appropriate use of technology to minimize risks to clients and patients; – provide regulatory frameworks to ensure safe working conditions for nurses and midwives; – establish the measures necessary to increase the information and education of nurses and midwives in matters related to their own safety, the use of safety practices and the use of protection technology; 13. URGES nurses and midwives to: – develop nursing and midwifery practices that ensure patient safety; – report and analyse critical incidents as part of a multidisciplinary team; – take preventive measures including risk assessment to reduce the probability of adverse effects of their actions; – take part in and initiate interdisciplinary approaches for improving patients’ and their own safety. EUR/03/5043927 page 13 Annex 3 OPERATIONAL PRINCIPLES PREAMBLE The Forum, founded in November 1996, is a joint initiative of European national nursing and midwifery associations and the WHO Regional Office for Europe, recognizing the value of dialogue between them and the potential strength of joint action to promote health and health care in Europe. On occasion, issues of concern to member associations may be in conflict with WHO aims and objectives (i.e. a specific situation in an individual country; union-type issues). In view of the requirement for WHO to adhere to UN regulations, each item which falls within this area of doubt must be judged on its merit and the best solution found outside of the Forum. 1. AIMS (a) contribute to and inform the debate of improving health and the quality of health care in Europe; (b) promote the exchange of information, ideas and policies between nursing/midwifery associations and WHO; (c) support the integration of appropriate policies in line with the health for all philosophy into nursing practice as well as into basic, postgraduate and continuing nursing and midwifery education; (d) formulate consensus/policy statements and recommendations on health and nursing/midwifery related issues, developed on consensus basis; and (e) undertake pilot projects. 2. MEMBERSHIP AND FEES (a) There will be a single European Forum for both nursing and midwifery and WHO which embraces the European Region from Greenland in the north to the Mediterranean in the south and to the Pacific shores of the Russian Federation in the East. (b) Membership is open to associations belonging to or in the process of affiliation with the International Council of Nurses or International Confederation of Midwives. There will be two representatives per association and representatives are to be Presidents and/or General Secretaries (or equivalent). (c) There will be one vote per member association. (d) Specialist nursing groups will be represented in the Forum through their respective national nursing associations. European level Specialist nursing groups will be active participants in task forces which will be established from time to time by the Forum. (e) One representative from each of the following bodies will be given observer status. SECRETARIAT (a) The Secretariat will be an administrative function to ensure the organization and coordination of Forum activities. (b) To allow better coordination with multidisciplinary networks, and maintenance of international standards, the Secretariat will be located in the Nursing and Midwifery Unit at the WHO Regional Office for Europe, Copenhagen. (c) There will be secretarial service to support the Secretariat function including access to telefax, telephone, photocopier, email, printing and mailing services. Costs for the Secretariat function will be absorbed through membership fees. 4. TASK FORCES (a) The purpose of the task forces is to initiate developmental work and prepare background documentation for technical discussions at annual meetings of the Forum. (b) Each task force should comprise not more than 8 core members whose participation costs will be borne by their respective associations. (c) Membership to task forces will be from within the Forum membership as well as Pan-European body representatives of relevant specialist nursing groups, non- nursing/midwifery experts, and consumer group representatives, as required. EUR/03/5043927 page 15 (d) Administrative costs for task force meetings will be absorbed through membership fees. (e) Task forces will be encouraged to develop funding proposals for consideration by funding bodies in connection with their projects. The venue and dates of Task Force meetings will be decided by their membership. It is suggested, when possible, that these meetings take place at the WHO Regional Office for Europe. 5. STEERING COMMITTEE (a) The purpose of the Steering Committee is to prepare the agenda for annual meetings in accordance with the Forum aims, and the implementation of decisions taken by the Forum during these meetings. The Steering Committee will also prepare the agenda for the next Forum meeting as well as ensuring the execution of all preparatory work for the same. (b) The Committee, elected biennially, will comprise no more than eight people, including: a Chairperson; Vice-Chairperson (to be chairperson designate); Treasurer; four further representatives of national nursing and midwifery associations and ICM nominated delegates; and a WHO representative. There must be at least one seat reserved for a midwife on the steering committee. If there are no valid nominations for the reserved seat for a midwife, the Forum shall be entitled to accept nominations at its annual meeting, and only such nominations shall be eligible for election to the Steering Committee. In the event of a midwife being elected as a Chairperson, another midwife should be co-opted to replace her on the steering committee, in which case the number of members would increase to nine. (c) The Treasurer will be accountable for the collection and monitoring of the use of membership fees. A financial report will be produced by the Treasurer and presented to the Forum during the Business meeting at Annual meetings. (d) There should be no fewer than two Steering Committee meetings per annum. (e) Participation costs in Steering Committee meetings will be borne by the respective members, with the exception of already agreed upon supported participation, absorbed through membership fees. (f) The venue and dates for steering committee meetings will be the decision of its members. One of the meetings per annum, however, should take place at the WHO Regional Office for Europe. 6. ANNUAL MEETINGS (a) There will be one meeting of the Forum per annum. (b) Venue and timing of annual meetings will be decided by the Forum. (c) Annual meetings will, in the first instance, be held in the English language only. (d) Annual meetings will comprise two parts: a business meeting and a technical discussion. EUR/03/5043927 page 16 (e) Themes for technical discussions will be in accordance with the aims of the Forum and will be decided by the Steering Committee, for the subsequent year. (f) Participation costs in annual meetings will be borne by the respective members, with the exception of already agreed upon supported participation absorbed through membership fees. (g) Administrative costs for annual meetings will be absorbed through membership fees. (The Steering Committee will be responsible, when required, for obtaining additional funding to support annual meetings. Industry may also be approached in this respect, within the rules laid down by the World Health Organization vis-à-vis working with industry. The Steering Committee will decide on the use of this type of funds. (h) A rapporteur will be appointed by the Steering Committee for each annual meeting. Costs will be absorbed through membership fees. 7. ELECTION PROCEDURE FOR HONORARY OFFICERS AND STEERING COMMITTEE MEMBERS (a) The election procedure should have a three month lead in period. (b) Voting will take place during annual meetings of the Forum. (c) No postal votes will be accepted but rather the task of voting can be delegated to a representative of another Association attending the election. Polling Officers must be made aware of this arrangement prior to the election procedure. (d) Only associations in full membership to the Forum can nominate/vote and, within this frame, associations can nominate from within their own or another association. (e) Associations can submit one vote per Honorary Officer/Steering Committee member seat during the election. (f) The President of an Association must approve nominations from within her/his constituency should these nominations not be the Secretary General, General Secretary or President. (g) Each Association has the right to submit nominations for seven out of eight seats on the Steering Committee. In addition, the midwifery association will have the right to nominate candidates for the permanent seat to be reserved for a midwifery representative. The last seat is held permanently by the Forum Secretary (WHO representative). (h) The Forum Secretariat must forward details regarding responsibilities of Honorary Officers and conditions under which they will fulfil their tasks (e.g. time commitments, financing) to all nominees. Nominees must confirm their willingness to stand for election. A curriculum vitae/bibliography of nominees must be made available for circulation to the Forum membership one month prior to election. (i) All Steering Committee members are elected by the Forum. (j) Election of the Forum Chairperson and Vice-Chair will be open to the Forum. (k) The Forum Treasurer will be appointed from within the Forum’s Steering Committee by the Committee. EUR/03/5043927 page 17 (l) There will be no ceiling on consequent terms of office for Honorary Officers. (m) The Ballot form must contain the list of names of persons standing for office and free spaces must appear on the form to allow for any changes. (n) Coloured cards to show eligibility for voting will be given out to Forum members attending the election, at the beginning of the annual meeting. (o) A minimum of two Polling Officers will be appointed from outside of the Forum constituency. In addition, a Returning Officer will be appointed who will announce the results of the election process. (p) The person standing for office who receives the largest number of votes will be elected. If only one nomination is received, the Polling Officers will ask for a show of hands as a record of unanimous agreement by the Forum. 8. INTERFACTING WITH OTHER EUROPEAN NETWORKS (a) The Forum should establish close collaboration with Government Chief Nurses of each member country as well as with WHO Collaborating Centres in Nursing and Midwifery to ensure commonality of purpose and outcome. (b) Joint activities, with relevant organizations within Europe, including those networks which are observers in the Forum, will be encouraged where possible. 9. REVIEW OF THE OPERATIONAL PRINCIPLES FOR THE FORUM (a) The Operational Principles document will be reviewed every three years by the Steering Committee of the Forum and consequently approved by the Forum membership. 10. TERMS OF REFERENCE FOR FORUM OFFICERS 1.) Election of Forum Officers: All Forum Officers should be elected by the full Forum during an Annual Meeting and their terms of office will be two years. Should any officer wish to resign from the position notice must be given three months in advance. The Steering Committee will be responsible for assigning the position to a substitute member until the next consequent Annual Meeting at which a new election will take place. 2.) Chairperson: The Chief Executive, President or Official Delegate of a member Association is eligible for election as Chairperson. The Chairperson will be elected by the Forum to Chair the annual meetings and the Steering Committee for the duration of the term of office. The Chairperson will be responsible for approving agendas for meetings, minutes, and implementation of decisions taken by the Forum at annual meetings. He/she will work closely with the EURO Regional Adviser for Nursing and Midwifery on these actions. The Chairperson will clarify issues and resolve conflicts related to preparatory actions/documentation for Forum meetings. This may involve negotiating with Forum members. As the nominal elected Forum leader, the Chairperson will act on behalf of the Forum outside of annual and Steering Committee meetings in urgent cases when neither the Forum or the Steering Committee can be consulted. In these cases, the Chairperson will EUR/03/5043927 page 18 consult the WHO/EURO Regional Adviser for Nursing and Midwifery prior to taking any action and will consider any precedents, policies or guidelines. He/she will be required to report back to either the Steering Committee or full Forum on any actions taken. The Chairperson will represent the Forum at WHO meetings and at meetings of other Forums as required. It will be his/her responsibility to ensure that another member of the Forum is available to deputize him/her in the case of non-availability. The Chairperson will ensure that there are no misunderstandings between what is WHO Policy and what is Forum Policy. 3.) Vice-Chairperson: The Chief Executive, President or Official Delegate of a member Association is eligible for election as Vice-Chairperson. The Vice-Chairperson deputizes for the Chairperson in all specified duties, for the duration of the term of office. 4.) Professional Secretary: The Secretary of the Forum will be the WHO/EURO Regional Adviser for Nursing and Midwifery who will be responsible for the proper maintenance of the minutes and records of both Steering Committee and Annual meetings of the Forum. This will include preparation of the agenda for these meetings (in consultation with the Chairperson) and recording of decisions taken at the meetings. Any correspondence received for the Forum will be brought to the attention of the Steering Committee and the Secretary will deal with any correspondence as instructed and take any appropriate action decided by the Chairperson, Steering Group or the full Forum. Tasks of the Forum Secretary can be delegated to the Secretariat function of the Forum, as appropriate. 5.) Treasurer: The Treasurer will be responsible for keeping all financial records of the Forum. He/she will be responsible for presenting the accounts at the Annual meetings of the Forum and, as required, at any Steering Committee meetings. He/she will advise the Steering Committee in cases of financial implications arising out of Forum decisions/activities and for presenting the accounts, as required by the Committee. The Treasurer and the Professional Secretary will be the signatories for any funds to be released from the Forum bank account. The finances of the Forum are to be held in a WHO/EURO account and will be administered by the WHO/EURO Finance Department. WHO/EURO will be responsible for keeping the treasurer fully informed of the account status, through regular financial statements. EUR/03/5043927 page 19 Annex 4 FINANCIAL REPORTS Membership fee and budget report for 2002 The forums total income January – December 2002 was US $28 406 and that includes the balance carried over from 2001 and an extra contribution in total of US $800, from Irish Nursing Organisation, Royal College of Midwives and The Swedish Association of Health Professionals. The extra contribution was going to cover some of the costs for the lunch and the reception at the Annual Meeting. The European Forum of Nursing and Midwifery Associations and WHO, had also the possibility to give financial support to seven participants from Eastern Europe and the NIS countries. The main reason of that possibility was that the Barcelona WHO office was going to cover the administrative support costs for the Forum by themselves. At the Sixth Forum Meeting, March 2002 in Copenhagen the Steering Committee presented a revised fee-structure. There was no decision taken at the annual meeting, as the proposal had not bee sent out for consideration. The suggestion at that time was that Member Associations where asked to report back their comments on the proposal during the spring 2002 and if no objections it should be taken in force from 1 January 2003. In June 2002 a reminder was sent out was sent out with a request of comments on the proposal no later than 31 August. A few responds with acceptance of the revised fee structure has been received back. Since the inaugural meeting, and in line with its constitution, the Forum has met annually. The next meeting will be the 7th Annual Meeting and will again be hosted by The Spanish General Council of Nursing and will take place in Madrid. A meeting of the European Government Chief Nurses (GCN) will precede this annual meeting. The focus of the GCN meeting will be to reflect on the progress made in the 51 member states of the European Region since the Munich Conference held in June 2000. Forum members have been invited to participate in this event. The hoped for outcome of this joint meeting is that that Chief Nurses and National Nursing and National Midwifery Associations will agree together how best to move forward to ensure the successful implementation of the recommendations of the Munich Declaration. The 7th Annual Meeting of the Forum will take place on 14 and 15 March. It will comprise three separate but interconnected parts. The first part will concern the business issues of the Forum, including the election of honorary officers to the Steering Committee. The election of a Chairperson will also be conducted. The second part of the meeting will be devoted to a technical discussion. Two separate subject areas will be addressed: (i) Patient and Health Worker Safety; and (ii) New Roles for the Professions in Prescribing. The session on safety will include a presentation of the WHO Strategy on Patient Safety developed as a consequence of World Health Assembly Resolution 55.18 “Quality of care: patient safety”. This will be complemented by a presentation on how the subject is being addressed at local level in one of the Member States, from both a patient’s and a worker’s perspective. A resolution on patient safety will be prepared and circulated in advance for NNA’s and NMA’s endorsement at the meeting. The session on prescribing by nurses and midwives will include a case history from Sweden, which is one of only two countries in Europe where nurses and midwives have prescribing rights. In recognition of the fact that extending the prescribing function to nurses is a political issue, a Former Minister of Health in the House of Lords, United Kingdom, has been invited to address the meeting. Baroness Cumberlege has worked successfully with United Kingdom nurses for many years and continues to do so to affect the necessary legislative changes on nurse prescribing. Two designated Members of the Forum will be invited to formally respond to both presentations. The final and critical part of the meeting will be firstly: to review the achievements of the Forum since its establishment as well as to identify any obstacles that prevented it from addressing its terms of reference. Secondly, to discuss, debate and gain agreement, from all participating National Nursing and National Midwifery Associations, on how the Forum should organize itself to maximize its contribution over the next five years. It is anticipated that an outline for a Strategy for the Forum will be agreed by the end of this session.
